The NYC Department of Housing Preservation and Development (HPD) offers a wide variety of programs that create newly constructed or renovated affordable rental housing throughout the five boroughs. HPD and its partners use city subsidies and other financing tools to make these apartments affordable to low-income, moderate-income, and middle-income individuals and families.

How to Find Housing

Through NYC Housing Connect, you can view housing lotteries that are currently accepting applications, create and update your account profile, and submit applications to lotteries for which you may qualify. Apply for a housing lottery today.

About Open Housing Lotteries

HPD works with real estate professionals and community sponsors who market apartments to the public, monitoring the lease up process to ensure that city-sponsored apartments are rented through an open lottery system, and that housing is fairly and equitably distributed to eligible applicants. HPD does not process applications for apartments to rent directly. There are no broker's fees and no application fees.


FRAUD ALERT: Do not pay any money or fee at any time to anyone for an application to any HPD-sponsored housing project. If you see an advertisement for an HPD affordable housing project that is not posted on this website or NYC Housing Connect, report it to 311 immediately.
