2015 Covered Buildings List
Local Law 87 (LL87) requires large building owners to submit audit and retro-commissioning information in an Energy Efficiency Report (EER) to the City once every ten (10) years. Buildings that are required to undergo audits and retro-commissioning include the same private sector buildings that must benchmark under Local Law 84 (LL84): buildings larger than 50,000 square feet, and two or more buildings on a single lot that are larger than 100,000 square feet.
The year you must comply with LL87 and submit your EER to the City is determined by the last digit of your tax block. For example, a property tax block 00014 is due to file their EER by December 31, 2015.
NOTE: Gross square footage (GSF) listed by the New York City Department of Finance (DOF) are estimates solely for identifying covered buildings under LL84 and LL87; when inputting information, building owners must calculate true gross square area.
Additional Building Types Required to Comply
Buildings that are not on the list but identify as the following property types must also comply with LL87:
Disputing the Covered Buildings List

Email email@example.com and include in your email the following:
- The building(s) borough, block and lot numbers
- Contact name
- Contact email address or telephone number
- Reason for dispute with your correct square footage
NOTE: All other inquires about LL87 compliance should be directed to LL87Questions@buildings.nyc.gov.
