Local Law 87 (LL87) requires large building owners to submit audit and retro-commissioning information to the City. Buildings that are required to undergo audits and retro-commissioning include the same buildings that must benchmark under Local Law 84 (LL84): private sector buildings larger than 50,000 square feet, and two or more buildings on a single lot that are larger than 100,000 square feet.
NOTE: Gross square footage (GSF) listed by the New York City Department of Finance (DOF) are estimates solely for identifying covered buildings under LL84 and LL87; when inputting information, building owners must calculate true gross square area.

2013 Covered Buildings List
The City has compiled the Covered Buildings List for LL87, which identifies all buildings required to submit audits and retro-commissioning data by December 31, 2013 and thereafter:
The LL87 list includes all properties that are in the 2012 Covered Buildings List for LL84 (in PDF), as well as, the following property types which must comply with LL87:
- Buildings participating in the tenant interim lease apartment purchase program
- Buildings participating in an HPD program
- Buildings managed by NYC Health and Hospital Corporation
- Any senior college in the City University of New York system
- Any cultural institution that is in the Cultural Institutions Group as per the Department of Cultural Affairs
Properties under the covered buildings list will receive a NYC Greener, Greater Buildings Laws Notice confirming their requirement to comply with LL84 and LL87. Download a sample notification letter (in PDF).
