Vehicle, Plate and Base Transfers

The Taxi and Limousine Commission Storage program ended on August 31st, 2023.

All For-Hire Vehicle applications will now be processed by submitting the applications and supporting documents via email.  Please click here and follow the instructions under the Plate and Vehicle Transfer tab for additional instructions.

Base Transfers

When to Apply for a Base Transfer

  • A base transfer is done to move an FHV license (the for-hire vehicle) from one base to another base.

How to submit an Online Base Transfer Application

  1. Print the Transfer Application.

    Complete sections on (1) and three (3) of the Transfer application.  All Transfer applications must be signed by the new base for all base transfers.

  2. Email the Transfer application and a copy of government issued photo ID to the TLC.

    Email the application and a copy of photo ID to FHVTransfers@tlc.nyc.gov. Once received, TLC will review for approval.

  3. Receive an email from TLC.

    If your application is accepted, you will receive an email with instructions to make the transfer payment online. If payment is not made within twenty-four (24) hours of TLC’s email, your transfer request will not be processed. Payment must be made within 24-hours of TLC’s email.

  4. Pay the transfer fee using LARS.

    Once you receive the TLC email, you will be able to log into www1.nyc.gov/lars/ and pay the fee that is due, by clicking “Fees – Existing TLC License” then entering your TLC VEHICLE license #, located on your TLC decal; your mailing zip code; and the last five (5) digits of your vehicle corporation’s EIN or your individual SSN.

  5. Transfer is complete.

    Once your online payment has been received, your base transfer will be completed. Since the base name is no longer on TLC decals, there is no need for a TLC inspection, unless you need to replace the TLC decals / stickers on the car. If you would like to replace your TLC inspection decals / stickers, please email FHVTransfers@tlc.nyc.gov to request a referral document, and one will be emailed to you. Once you have received the referral document via email, you may go to the TLC’s Woodside inspection facility Monday through Friday between 5am and 9pm for new decals.

  • $25 – Base Transfer fee

Plate and Vehicle Transfers

When to Apply for an FHV Plate Transfer / Vehicle Transfer

  • Vehicle Transfer . is a change of vehicle on your TLC vehicle license and DMV registration. Select Vehicle Transfer if you have registered your new vehicle with TLC plates in DMV. Otherwise, please visit the DMV office and update your vehicle information first.
  • Plate Transfer . is a change of lost, stolen, mutilated, or confiscated TLC plates associated with your TLC vehicle license; or a process of getting new TLC plates to remove the vehicle license from storage. Please notify the NYS police and DMV of any lost or stolen plates OR return your mutilated TLC plates to DMV first.
  • Vehicle and Plate Transfer .is a concurrent change of TLC vehicle AND plates on your TLC vehicle license.

Plate Transfer Requirements (lost, stolen, or damaged plates)

  • If both vehicle plates are lost, stolen, or damaged:
  • You must notify the NYS police to request a Certification of Lost License, Permit or Plates’ police report (MV-78B).
    • You must surrender your plates by submitting the police report to a local NYSDMV office to receive and FS6T
  • If one plate (of two) is lost, stolen, or damaged:
    • A police report is not required, you must surrender the remaining plate to a local NYSDMV office to receive and FS6T
  • If plates are lost outside of NYS:
    • Request a police report printed on the letterhead of the police agency in the state where the plates were lost.

How to submit a Plate Transfer (need TC plates) / Vehicle Transfer (change of vehicle) Application

    1. Sign in to TLC Up using your vehicle license number (located on your TLC decals/stickers), mailing zip code, and the last five digits of your individual SSN or company EIN

      NOTE: If you are not able to sign in to TLC Up, follow the instructions on how to submit the transfers via email in Base Transfer section.

    2. Check your email address TLC has for your vehicle record:
      1. Click Menu
      2. Select Transfer
      3. If you need to update your contact information, click on Go to LARS
    3. To submit the transfer request, follow the step below:
      1. Click MENU
      2. Select TRANSFER
      3. Select the type of transfer
      4. Enter your vehicle identification number (VIN). If you are changing the vehicle, enter your new vehicle VIN.
      5. Enter vehicle mileage.
      6. Answer the question if your vehicle is a wheelchair accessible vehicle (WAV) or stretch.
      7. Click Submit button

      If your submission is successful, the system will generate confirmation message and you will receive a confirmation email shortly after the submission.

      NOTE:Confirmation email will be sent to the email address on the vehicle license. Duplicate transfer requests will not be reviewed. Please check your email for any additional information TLC may need to process your transfer.

    4. If the transfer request is accepted, TLC will send you an email with instructions to make the transfer payment online and:
        1. inspection appointment information containing an inspection date and time; OR
        2. digital plate letter (if Plate Transfer requested) to drop off at a New York State Department of Motor Vehicles (NYS DMV) within the five boroughs of New York City. You will receive both a new registration and new TLC plates from the NYS DMV. Notify TLC of your new plate by filing the Plate Notification form found on TLC Up. TLC will email your inspection appointment confirmation once your new TLC plate information is updated.

      NOTE: You can access the link to your plate letter and/or inspection appointment confirmation in TLC Up License Snapshot once they are generated.


    5. Visit LARS and pay the transfer fee that is due, by clicking “Fees and Returned Payments – Existing TLC License” then entering your TLC vehicle license number; your mailing zip code; and the last five (5) digits of your individual SSN or company EIN.   
    6. Bring your vehicle to your scheduled inspection appointment. Once the vehicle passes inspection, your vehicle license will be activated within 48 hours

Costs

  • $25.00 – Plate Transfer fee.
  • $25.00 – Vehicle Transfer fee.
  • $75.00 – Inspection fee for vehicles with 500 miles or more.
