Wheelchair accessible vehicle grants of up to $30,000 are available for green cab owners. To receive a grant you must do the following:

  1. purchase a Wheelchair Accessible SHL Permit (if you have not already done so),
  2. purchase a wheelchair accessible green cab that meets the TLC’s vehicle requirements,
  3. license the vehicle with the TLC if it is not currently licensed with us,
  4. affiliate the vehicle and the permit to a Base with a Street Hail Livery Endorsement (a list of Endorsed Bases can be found on our web site),
  5. have the vehicle “hacked-up” at our Woodside facility (after all other licensure and affiliation requirements have been completed).

If you are interested in receiving grant funding, read and complete the Grant Application, the Grant Program Agreement and the substitute W-9 form. Each ASHL grant applicant must enroll for EFT or make changes to their existing bank account information through the Payee Information Portal (PIP): www.nyc.gov/pip. ASHL grant applicants must enroll for EFT only once for each SSN/EIN, even if you are applying for multiple grants. You can submit the Grant Application, Grant Program Agreement and substitute W-9 forms to the TLC by mail or in person.

To submit documents in person, please first complete the grant drop-off form. The grant applicant must be present at the TLC at the time the documents are submitted in person.

If you submit your package by mail, please allow for an additional seven (7) business days for the package to arrive at the TLC offices. Once the TLC receives your documents, your application will be reviewed within three (3) business days and your application will either be approved or denied. If your application is denied the TLC will send you missing requirements email or the TLC will notify you by phone as to why the ASHL grant application failed the ASHL grant enrollment process.

If your ASHL grant application is approved, you will receive a pre-approval letter indicating that you have been pre-approved for up to $30,000 based upon the information provided in your submission. The pre-approval letter also outlines the steps that must be followed to meet all requirements before a final award letter is given or for funds to be disbursed.

Once your new wheelchair accessible vehicle passes the hack-up inspection at the TLC’s Woodside Inspection Facility, you will receive a grant award letter.  The award letter will indicate the grant award amount your vehicle is qualified to receive. Your email address must be on your grant application in order to be notified. Make sure you have your most up to date email address on your SHL permit record as well.

Please note: If your permit previously received a grant, you are only eligible for a grant after the full term of the prior grant is completed.  Also, vehicles are only eligible for one grant. If your vehicle previously received a grant is it not eligible. For more information, regarding the time frame for affiliations review the TLC Rules, Chapter 82.
