Vendors doing business with the City and applicants/recipients of Industrial Commercial Incentive Program (ICIP) or the Industrial Commercial Abatement Program (ICAP) benefits must comply with the terms and conditions of Executive Order 50, which prohibits discrimination against any employee, applicant, subcontractor or supplier with respect to all terms and conditions of employment, in compliance with City, State, and Federal requirements.
Compliance is documented through timely submission of policies, practices, and employment reports. ICIP and ICAP participants must also submit documents concerning utilization of Minority and Women-owned Business Enterprises (M/WBEs).

Pre-Award Conference (PAC) Training
The Pre-Award Conference (PAC) presents an overview of some obligations and requirements that are distinguishing characteristics of public sector contracts. These stipulations are oriented towards social equity issues in the provision of public benefits. Vendors that successfully complete a PAC will receive a PAC certificate, which must be submitted alongside a completed employment report to the contracting Agency and/or entity processing your documentation.
