North Brooklyn Industry and Innovation Plan


On April 9, 2019, DCP presented an update on the North Brooklyn Industry & Innovation Plan and a draft zoning framework to Brooklyn Community Board 1. Since release of the Plan in November 2018, DCP has refined the Land Use Framework based on further analysis and feedback received from businesses and stakeholders. This is reflected in a draft zoning framework, which can be found in the PDF Document presentation to the Community Board.

On April 17, 2019, DCP shared an PDF Document update on the Plan and the draft zoning framework with Brooklyn Community Board 4.

On February 12, 2019, DCP held two information sessions to gather feedback on the recently-released North Brooklyn Industry & Innovation Plan. This feedback is guiding the development of a draft zoning framework and other ongoing planning efforts for the area. Over 20 businesses attended the information sessions and provided critical feedback on both the goals and geographic boundaries of the land use framework as well as other neighborhood improvements that could enhance business operations in the IBZ.

On September 28, 2016, the Department of City Planning held the third Open House to share a revised land use framework and preliminary recommendations for land use policy tools to support the goals of the Plan. Changes to the land use framework were informed by feedback received by business owners, workers and residents.

A. Core Industrial
21st century industrial district for essential industrial businesses

B. Innovation District
B1: Transit-oriented district with creative, diverse mix of businesses
B2: Employment district with industrial businesses and complementary commercial uses

C. Peripheral Commercial
Commercial/loft properties at edge; no intervention recommended

D. Mixed Edge
Areas with no predominant use; no intervention recommended

E. Pre-existing Residential
Areas to align zoning with existing predominant residential use

On June 16, 2016, the Department of City Planning hosted the second open house. We shared with the community a draft conceptual land use framework for the North Brooklyn Industrial Area, which maps out a vision for different parts of the study area (shown below) to support the study goals and ultimately shape City policy. Data collected from interviews and roundtables with over 50 businesses in North Brooklyn, as well as analysis on business and job growth in the area, informed the land use framework.

A. Core Industrial
Existing Condition: An area with predominantly industrial uses bordering Newtown Creek
Vision: Dedicate area to heavy industrial businesses

B.General Industrial
Existing Condition:
Predominantly industrial area, with a cluster of film, manufacturing and creative industrial uses north of the Brooklyn-Queens Expressway, and scattered offices, food & beverage, and entertainment uses to the south.
Vision: Maintain area for a wide variety of industrial uses

C. Innovation District
Existing Condition:
A transit accessible neighborhood with notable industrial, residential, commercial, and retail uses
Vision: Support growth of a diverse employment district near transit

D. Mixed Edge
Existing Condition:
A small area with a historic mix of residential and industrial uses, between established industrial and residential areas.
Vision: Maintain current uses and character

E. Established Residential
Existing Condition: Predominantly residential blocks on the periphery of the study area that are currently zoned for manufacturing.
Vision: Align zoning with existing residential uses

Residents, business owners and other stakeholders provided feedback on the draft conceptual land use framework, which will help refine the final recommendations for the area.

On December 1, 2015, the Department of City Planning – in a joint effort with Evergreen, the business service provider for the North Brooklyn IBZ – kicked off the first public open house to discuss the future of the North Brooklyn industrial area.

The event welcomed a mix of business owners, workers, residents, and other stakeholders to discuss the business environment, quality of life, transportation,infrastructure, the physical environment and resilience in the area.

The meeting was the first in a series of events that will invite the local community to discuss key challenges and opportunities in the area and to provide input into the plan.
