Commission meetings take place at:
City Planning Commission Hearing Room, Lower Concourse
120 Broadway, New York, NY 10271

Anyone attending a meeting in person is encouraged to wear a mask.

Details on how to testify by videoconference or by calling from any phone will be posted on nyc.gov/engage one hour in advance of the meeting. If you do not wish to testify but would like to watch the meeting via livestream, please visit bit.ly/NYCPlanningStream.

How to Give Comments

To comment on an active land use application, please use our City Planning Commission Comments form to submit your comments to the City Planning Commission. All comments submitted through the form will be accepted until 11:59 PM, the week before the date of vote.

After this date, please mail or deliver your written comments to:

Please submit comments as soon as possible, in order to be considered by the Commission before the vote.

Commission Meeting Rules and Procedures

  1. A quorum shall consist of seven members.
  2. Final action by the Commission shall be by the affirmative vote of not less than seven members.
  3. When the Commission is required to hold a public hearing on an application, the Commission will not vote on that application until at least the next Commission meeting after the hearing, unless the Commission unanimously decides otherwise.
  4. Matters not on the calendar may be considered by unanimous consent of the Commission.
  1. The meeting notice will be posted on DCP's website and will include:
    • The in-person location for the meeting
    • Instructions on how to participate by videoconference or telephone
    • Instructions on how to access any required documents
  2. At least a quorum of the Commission will be physically present at the Commission's hearing room or another location where the public can attend in person.
  3. The general public will be able to hear, see, and identify Commissioners during the meeting.
  4. The public will be able to view meetings by video in real time, and remote participants, including the general public and land use applicants, will have the same real time opportunity to participate as in-person attendees.
  5. If a quorum of the Commission is present in person, another individual Commissioner may join the meeting remotely from a location that is not open to the public if that Commissioner is unable to join in person due to:
    • Extraordinary circumstances, such as disability, illness, or caregiving responsibilities
    • Significant events, such as a previously scheduled business obligation, significant personal obligations, or a vacation
    • Unexpected events, such as transportation or technology issues or unexpected business or personal obligations
  6. The meeting disposition sheet will indicate which, if any, Commissioners participated remotely.
  7. The meeting will be recorded, and a link to the recording will be posted on the Commission's website within 5 business days following the meeting and remain available for 5 years. Recordings will be transcribed if requested.
