The Consolidated Plan Annual Action Plan is the City of New York's annual application to the United States Department of Housing and Urban Development's Office of Community Planning and Development (HUD-CPD) for four formula entitlement grant programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

These federal funds are used to address affordable housing needs, homelessness, supportive housing services and community development needs for programs which either directly or indirectly benefit low- and moderate-income households.

The City's Consolidated Plan Program Year is from January 1 to December 31.

In addition to the Annual Action Plan, formula entitlement localities are required to submit a Five-Year Consolidated Plan, every five (5) years to HUD-CPD. The Consolidated Plan consists of the City's Needs Assessment, Housing - Market Analysis, a five-year Strategic Plan, and the One-Year Action Plan grant application. The Five-Year Consolidated Plan is the City of New York's 's five-year strategic plan for Consolidated Plan Years 2021-2025 and its proposed first year Action Plan for 2021.

The Citizen Participation Plan (CPP), is New York City's framework to promote a community-wide dialogue to identify housing and community development priorities and guide the use of funding received from the Community Planning and Development (CPD) formula entitlement grant programs administered by the United States Department of Housing and Urban Development (HUD). New York City's CPP sets forth the procedures adopted to encourage citizen participation in formulating the Plan and provides for citizen participation throughout the consolidated planning process.

Proposed City Fiscal Year 2024 Community Development Program

The Community Development Block Grant (CD or CDBG) is one of four formula Entitlement grants the City of New York receives annually from the U.S. Department of Housing and Urban Development (HUD). Prior to receiving these funds, grantees must release for public comment and submit to HUD a Consolidated Plan that outlines how the grantee will use the funds to address its identified needs.

On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (P.L. 117-2) ("ARP") into law, for funds appropriated under section 3205 for the HOME Investment Partnerships Program (HOME) to provide homelessness assistance and supportive services which provides relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses.

Citizen Participation Plan

Anti-Displacement

In accordance with 24 CFR 42.325(a), the City will continue to take all reasonable steps to minimize the displacement of families and individuals from their homes and neighborhoods as a result of a federally assisted project activity assisted with funds provided under (1) the Community Development Block Grant (CDBG) Entitlement Program (24 CFR 570), or (2) the HOME Investment Partnerships Program (24 CFR 92)

2022 – 2025 HOPWA Amended Strategic Plan

HOPWA's Strategic Plan Amendment 2022-2025:

As a result of revisions to metropolitan statistical areas (OMB Bulletin No. 18-04) issued by the Office of Management and Budget, the composition of the Metropolitan Divisions within the New York-Newark-Jersey City, NY-NJ-PA Metropolitan Statistical Area (MSA) will change effective Federal Fiscal Year (FFY) 2022. Per OMB Bulletin No. 18-04 and 42 U.S.C. 12903(c)(2)(B), New York City's HOPWA EMSA jurisdiction for FFY 2022 and subsequent allocations includes the following counties: 1) Bronx, 2) Kings, 3) New York, 4) Queens, 5) Richmond, 6) Putnam, 7) Rockland, and 8) Westchester.

Middlesex County, NJ; Monmouth County, NJ; and Ocean County, NJ, which were previously part of NY's EMSA jurisdiction, will now be part of the New Brunswick Lakewood, NJ Metropolitan Division for FFY 2022 and subsequent HOPWA allocations. The Township of Lakewood, NJ, is eligible to serve as the HOPWA grantee for this new EMSA.

Orange County, NY, which was previously part of NY's EMSA jurisdiction, will now be covered under NYS's HOPWA balance of state service area for FFY 2022 and subsequent allocations. In addition, Putnam County which was previously part of NYS's HOPWA balance of state service area, is now part of NYC's EMSA jurisdiction for FFY 2022 and subsequent allocations.

Beginning in FFY 2022, the City will be adding Resource Identification, a new HOPWA goal to support efforts around the development of housing resources, system coordination, HOPWA training costs, and HIV/AIDS housing needs assessments.

The Mayor's Office of Operations is announcing a 30- day public comment period that will begin October 27, 2022 until November 25, 2022. The HOPWA's Strategic Plan Amendment 2022-2025 can be accessed at the Mayor's Office of Operations website.

Written comments may be submitted to Ms. Lisa Rambaran either via email ConPlanNYC@cityhall.nyc.gov or at the Mayor's Office of Operations, 253 Broadway, 10th Floor, New York, New York 10007.

Any comments received will be summarized and agencies' responses incorporated into the submission to HUD.

2019 ESG-CV NYC CARES Act Amendment

The City of New York proposes to amend its previously-approved 2019 Consolidated Plan One-Year Action Plan to reflect the additional CARES Act funding the City is receiving through the U.S. Department of Housing and Urban Development's, ESG-CV Reallocation funds to better address citywide needs due to coronavirus.

Proposed 2022 Annual Action Plan

In accordance with 24 CFR 91.105 of the U.S. Department of Housing and Urban Development (HUD) Consolidated Plan regulations regarding citizen participation, the Mayor's Office of Operations, along with the agencies responsible for implementing the City of New York's Annual Action Plan have scheduled a:

Virtual Hearing on Wednesday, July 20th 2022 from 2:00-3:00pm for the Proposed 2022 Annual Action Plan.

The 30-day Public Comment Period on the Proposed 2022 Annual Action Plan is Friday, July 1st, 2022 – Saturday, July 30th, 2022.

The Public Hearing has been scheduled to obtain comments on the proposed plan and the City's use of federal funds to address housing, services for the homeless, supportive housing service and community development needs, affirmatively further fair housing, and the development of proposed activities.

Pursuant to Section 91.105(c) of the Department of Housing and Urban Development's (HUD) Consolidated Plan Regulations, the City proposes programs and budget allocations for the 2022 Consolidated Plan/Forty-Eighth Community Development Program Year (CD 48). The programs and budget allocations are identified in the "Proposed City Fiscal Year 2023 Community Development Program." This document contains the Proposed City Fiscal Year 2023 budget, the Proposed Revised CD Year 48 budget (which will be incorporated into the Calendar Year 2022 Consolidated Plan), and the Proposed CD 49 / Calendar Year 2023 budget. This document is not related to Community Development Block Grant-Disaster Recovery funding.

Beginning Wednesday, April 27, 2022, the "Proposed City Fiscal Year 2023 Community Development Program" document will be available for download through the Mayor's Office of Operations' website at www1.nyc.gov/site/operations/projects/consolidated-plan.page. To all agencies, community boards, groups, and persons:

The City of New York (the City) will hold a public hearing and comment period for the purpose of hearing comments on the City's community development needs, and to discuss the submission of several Community Development Block Grant (CDBG) applications for the 2021 program year.

The City will hold a virtual public hearing on Thursday, August 5, 2021 at 12:00PM. The hearing will provide information about the CDBG program and allow for interested parties to discuss the applications. Comments on the proposed projects will be received at this time. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should email Con-PlanNYC@planning.nyc.gov at least three days in advance of the hearing date to allow for necessary arrangements.

The hearing is being conducted pursuant to 24 CFR § 570.486 in compliance with the requirements of the Housing and Community Development Act of 1974, as amended and 24 CFR § 91.105(c) of the U.S. Department of Housing and Urban Development's Consolidated Plan regulations. Pursuant to waivers issued by HUD given the ongoing pandemic, the City will not hold in-person hearings and has instead created an online platform that allows the public to review the proposed submissions, provide comments, and view responses by the City to the comments received. You may email comments to Con-PlanNYC@planning.nyc.gov.
