Join the conversation about community and capital investment at your development made possible through PACT.

Your development has been selected to be a part of the Permanent Affordability Commitment Together (PACT) program. This means that your homes and community spaces will receive much needed renovations, you will have access to employment opportunities affiliated with the repairs and on-site social services will be enhanced.

Because this is your home and your community, we want your expertise to shape what PACT will do at your development. We’d like you to join us in a community planning process to design and envision your community spaces and provide critical feedback on any proposed upgrades for your home.

What is PACT?

Through PACT, your development will be included in the federal Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project-Based Section 8. This allows NYCHA to unlock funding to complete comprehensive repairs at your development, while also ensuring homes remain permanently affordable and residents have the same basic rights as they possess in the public housing program.

Once the property is converted to Project-Based Section 8, NYCHA will lease the land and buildings to the development partners, who will conduct the repairs, serve as the new on-site property manager, and provide enhanced social services and community programs.

PACT Partner Selection

March 2023 – NYCHA, with guidance from your resident association and other resident leaders from your development, has identified the PACT Partners who will deliver more than $222 million in comprehensive repairs and upgrades to Manhattanville, serve as the property manager, and provide enhanced social services and community programs.

Gilbane Development Company, West Harlem Group Assistance, and Apex Building Group will lead the project as co-developers; Gilbane and Apex will also serve as the general contractors; and ELH Management will be the property manager. In the coming months, a social service provider will be added to the team.

With the development team now in place, NYCHA will continue to work closely with you, your tenant association leaders, and other partners to create detailed rehabilitation, property management, and social services plans, as well as promote job opportunities and enhance resident amenities and programs. The planning process will take approximately 12 to 18 months, and renovations are expected to begin in mid-2024. In 2024, ELH Management will also take over from NYCHA as the property manager for your development. However, you will remain a NYCHA resident, as NYCHA will continue to own the land and buildings, determine your rent, and monitor the performance of all PACT partners.

What We've Heard

From 2021 to 2022, NYCHA engaged residents in a series of meetings, aimed at informing residents about the PACT program and learning about their needs, issues, and ideas for their homes. This document compiles what NYCHA heard from residents, summarizes top issues and priorities.

Resident Meetings

Resident Meeting #1

On July 20th and July 21st, NYCHA and 147 residents of Manhattanville came together to talk about PACT and how it will bring needed repairs and improvements to your community. This virtual meeting was hosted in English with Spanish, Cantonese, Mandarin and Russian interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:

  • PACT will bring millions of dollars’ worth of repairs to Manhattanville,including repairs to the buildings, apartments, heating systems, and common areas.
  • Resident protections that are preserved under the PACT program. 
  • An overview of completed and active PACT projects. 
  • How we will continue to engage with residents and resident leadership at Manhattanville throughout the rest of 2021 and into 2022.
  • When surveys, inspections, development team selection and repairs will begin at Manhattanville.

Info Session A: Resident Rights & Responsibilities

On Tuesday, September 21st and Thursday, September 23rd, NYCHA and over 440 residents came together to talk about PACT and resident rights, responsibilities, and the Section 8 program. These virtual meetings were hosted in English with Spanish, Mandarin, Cantonese, and Russian interpreters. Some of the topics that we discussed were:
- Overview of the PACT program.
- Resident rights, protections, and responsibilities.
- The Section 8 program.
- NYCHA's continued role after the conversion to Project-Based Section 8.

Info Session B: Design & Construction

On December 15 and December 16, NYCHA hosted an information session on PACT Design & Construction. Over 400 residents joined to learn more about how their development will receive upgrades through PACT. During the meeting, NYCHA also reviewed the process we will use to assess which parts of the building need improvements, as well as how residents can participate in that process. We also reviewed NYCHA's Connected Communities Guidelines and how PACT will incorporate those guidelines into upgrades made at each site. Residents also had an opportunity to ask questions.

Resident Meeting #2: Community Design Workshop

On April 28, 2022 NYCHA hosted a Community Design Workshop for residents of Manhattanville. More than 60 residents joined NYCHA to discuss how PACT can bring improvements to their development. Resident participated in activities to share their ideas and vision for the design of improvements to buildings and grounds, community spaces and building common spaces, and apartment interiors.

The workshop was held in English with live Spanish, Mandarin, and Cantonese interpreters. Residents shared with NYCHA their thoughts on:

- What areas at Manhattanville are priorities for investment and improvement through the PACT program?
- What type of improvements would residents like to see in the outdoor recreation and seating areas?
- What types of improvements would make the campus feel safer?
- What type of improvements would make residents feel more comfortable in their buildings and individual apartments?

On June 21, 2022 NYCHA and 80 residents of Manhattanville came together to talk about PACT and how it will bring needed repairs and improvements to the community. The meeting was hosted in English with Spanish, Cantonese, and Mandarin and interpreters. For those who were unable to attend this meeting, some of the topics that we discussed were:

- How PACT will bring millions of dollars’ worth of repairs to Manhattanville, including repairs to the buildings, apartments, heating systems, and common areas.
- How resident protections are preserved under the PACT program.
- An overview of completed and active PACT projects.
