Community and Ethnic Media
New York City is one of the most diverse cities in the world, and the news publications its residents read and consume reflect that diversity.
The Mayor's Office of Ethnic and Community Media (MOECM) promotes City services and programs through partnerships with a diverse array of Ethnic and Community Media outlets and Community Based Organizations/Nonprofits that serve people across the five boroughs.
In order to guide agencies to place advertising campaigns consistent with the goals of Local Law 83 of 2021, the Mayor's Office of Ethnic and Community Media maintains the Citywide Marketing Directory for advertising purposes. The directory lists qualifying print, digital, and broadcast ECM outlets. The outlets in the directory represent a diverse set of New Yorkers in various languages, and cover neighborhoods located throughout the City of New York. Agency advertising spend with these ECM outlets counts positively towards the 50% LL 83 ECM spending goal.
