Expedited Certificate of No Effect Service


All LPC permit applications are now filed and processed through Portico, the agency’s new web-based permit application portal.

Certain kinds of interior work may qualify for LPC’s Expedited Certificate of No Effect Service (XCNE). Portico will automatically determine whether your application qualifies for the Expedited Certificate of No Effect Service by asking you a series of questions to determine whether your proposed work meets all of the following criteria below:

  • The interior work will not be performed on any portion of a space designated as an interior landmark.
  • The interior work will not be performed at the first or second story of a building where there is commercial use at the ground floor.
  • The interior work will not involve any change to, replacement of, or penetration of, an exterior wall, window, skylight, or roof, including penetrations, replacements, or changes for ducts, grills, exhaust intakes, vents, or pipes.
  • The interior work will not involve excavation, or will only involve minimal excavation and no underpinning.

Applications that qualify for the Expedited Certificate of No Effect Service through Portico will be required to include the following:

  • A professional of record listed as project team member. This professional of record will be required to self-certify as part of the application process.
  • Signed and sealed Department of Buildings filing drawings

Portico will automatically prompt you to include these items prior to submitting your application.

You can view the status of your application at every stage of the process by logging into your Portico dashboard. Once issued, all permits will be available for download through Portico.
