Doing Business With LPC

The Landmarks Preservation Commission (LPC) periodically solicits various goods and services to assist the agency in carrying out its mission.

  • The Administration Department procures various goods and services to maintain office operations including office supplies, transcription services, temp services, IT software, computer equipment, off-site records storage, and various other typical office needs.
  • The Historic Preservation Grant Program (HPGP), a federally funded program that provides grants for façade restoration, issues solicitations seeking construction firms to carry out these restoration projects. Projects typically include masonry cleaning, repair and repointing, restoring wood siding and trim, repairing or replacing windows and front doors, and restoring metal cornices and gutters on buildings which are designated New York City landmarks or are located within historic districts throughout New York City. Successful bidders will have experience with projects requiring restorations to historic standards.
  • The Environment Review Department occasionally solicits contractors to conduct Historic American Buildings Survey (HABS) photographic documentation of historic buildings and structures on the State/National Register of Historic Places that are being demolished.

Introducing PASSPort!

The City of New York is rolling out new features in its PASSPort online procurement platform that will make the contracting process easier and more transparent than ever. PASSPort facilitates every step of the procurement process - from identifying vendors to contract solicitation and response evaluation, award to contract, invoicing to payment, and keeping disclosure documents up to date.  To maximize business opportunities, all contractors should create a vendor account in PASSPort. Please reference the Vendor Account Creation manual for step by step instructions on how to create a vendor account in PASSPort. For more information on PASSPort, visit the Mayor's Office of Contract Services (MOCS) PASSPort Webpage or reach out to the MOCS Service Desk at help@mocs.nyc.gov.

Procurement Opportunities

Email is the default means of communication for LPC’s Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other notices of availability. Notifications by paper mail, fax, hand delivery, or otherwise, are only available upon request to LPC’s Agency Chief Contracting Officer (ACCO) at the contact information below. The agency uses the Ordering E-mail Addresses that have been provided by vendors in the PASSPort for all upcoming solicitations or notifications. Your Ordering Email Address will be used by the City for notification and solicitation purposes.

Minority/Women Business Enterprises (M/WBEs)

Although LPC spends a very small dollar amount on procurement of goods and services, we strongly support the Citywide initiative to provide opportunities for M/WBE firms. City agencies can award contracts of up to $500,000 for goods, professional services, standard services and construction directly to City-certified M/WBEs without formal competition using the M/WBE Noncompetitive Small Purchase Method. This streamlined process makes it easier for the City to do business with M/WBEs. Don't miss out! Be ready to receive and respond to these opportunities directed specifically to our City-certified M/WBE businesses by creating an account in PASSPort today. Find the simple two-step account creation instructions here.

To become a certified M/WBE vendor doing business with the City and LPC, please refer to New York City Small Business Services. The Department of Small Business Services (SBS) can also help you select the right commodity codes for your business. For more information, take a look at the SBS Subcontractors Resource Guide.
