HPD issues small and large contracts for a variety of opportunities to work with the City. All vendors who intend to do business with HPD or any other City agency are required to complete an online disclosure form through PASSPort. Learn more about doing business with HPD.
Large contracts (over $100,000) are awarded through the issuance of competitive sealed bids; negotiated acquisitions and requests for proposals. The contract opportunities listed below are advertised through the City Record. Contractors are encouraged to register with the City Record to view opportunities on a daily basis.
For some large contracts, vendors may be required to submit bid security at the time of bidding, and Payment and Performance Bonds upon contract award. In addition, there are insurance requirements for general liability coverage, worker's compensation and automobile liability outlined in the bid package. Contractors must factor into their bid prices all costs associated with applicable insurance and bonding requirements as well as factors of inflation.
HPD strongly encourages prospective bidders to attend a pre-bid conference. Contractors are also reminded that bid opening times are strictly adhered to and that concessions are not usually granted for late submission of bids.

*NEW* ASYLEE FLEX PROGRAM - Open-Ended RFP
The City of New York (the “City”) acting by and through the Mayor’s Office of Housing Recovery Operations (“Department” or “HRO”) on behalf of the Department of Housing Preservation & Development (“HPD”), is committed to providing adequate shelter and services to asylum seekers who have been arriving in New York City. These individuals have different needs than the general population of unhoused individuals in the City. To meet the present moment and provide necessary services, the Department is seeking proposals from qualified vendors to operate and manage shelters for migrants. The purpose of this request is to secure flexible services at various vendor capacities to ensure the effective operation, management, and support of various shelters catering to asylum seeker populations.
This is an open-ended RFP. Therefore, there is no prescribed submission deadline. All proposals will be reviewed by the Department on a rolling basis as they are received until all Department requirements have been addressed. Additionally, the City reserves the right to assign contracts derived from this RFP to any agency managing asylum seeker related work.

The vendor will deliver, maintain and update digital geo-referenced raster imagery data and PDF maps that are used by the Environmental units, Sandy residency Build It Back program, architects and engineers from Building and Land Development Services, planners, developers and Services of Office of Development.p>

As part of its Citywide Disaster Preparedness Plan, the City of New York seeks to contract with building demolition contractors, in order to respond expeditiously to any City- or State-declared natural and/or man-made disaster that impacts any New York City borough, pursuant to instructions received from the City. The bidding period opens Thursday, March 16 via PASSPort. Documents are attached to the procurement. A qualified bidder must have the requisite experience providing the type and scale of specified services and the organizational capability to conduct multiple demolition projects. The bidder will present pricing for required components of work, based on estimated quantities indicated for each. A HIGHLY RECOMMENDED pre-bid conference will be held virtually on Webex. Bids will be due Wednesday, April 26, 2023, by 1 PM, via PASSPort. Paper bids and bid security of 5% of the amount bid must be provided. A public bid opening will be held virtually on Webex. HPD must provide residential moving & storage services to households under certain circumstances, when the household's current residence is not habitable either on a temporary or permanent basis. HPD hosted Contracting Opportunities Emergency Demolition and Repair on July 14, 2021, for M/WBE Contractors. The video details three contract opportunities made available in the event of a disaster. It also provides basic information on PASSPort and HPDs pre-qualified lists. The video features guests from the U.S Small Business Administration and the New York City Department of Small Business Services. Both guests detail the services their agencies provide to small business owners and contact information.
