Participating as an owner in one of the New York City Department of Housing Preservation and Development's (HPD) rental subsidy programs helps provide critical affordable housing to New Yorkers in need. As an owner, you will also benefit from guaranteed monthly rent payments, low vacancy rates, and annual inspections by HPD at no cost to ensure maximum property upkeep.
Property owners interested in leasing apartments to HPD rental subsidy clients may list available apartments at AffordableHousing.com. The apartment listing maintained via this service is provided to all HPD clients that are seeking housing.
HPD launched a pilot program, Housing Choice: HPD's Mobility Counseling Program, in July 2018, to help HPD Section 8 voucher holders access greater housing options in higher opportunity areas. Learn more about Housing Choice.
HPD’s Division of Tenant Resources has released a new Owner Portal for owners and property managers of properties with HPD-administered rental subsidies to manage their portfolios (the DTR Partners Portal was deactivated on May 31, 2019). Owners can view HQS inspection schedules and results, payment histories and abatements, online check registers and can download check and other portfolio data. If you have not registered, you can do so at nyc.gov/dtrownerportal. All you need is an email address and a recent HAP register.
