Project-Based Vouchers RFP

The City of New York Department of Housing Preservation and Development (HPD), Office of Housing Access and Stability, is issuing a request for proposals (RFP) for the awarding of Section 8 Project Based Vouchers (PBVs).

The use of federally-funded Project Based Vouchers is subject to the regulations set forth in 24 CFR 983, as well as the Project Based Housing Assistance Payment Contract (HUD Form HUD 52530B). This RFP is for “newly constructed housing” and "existing housing" as defined under 24 CFR 983.3 (b).

Federal PBV regulations (24 CFR 983.56) limit the number of approved PBV units to the greater of 25 units or 25% of the total units in a project. Additional request for PBV assistance must be for units designated to serve residents who are elderly or for residents who are offered social service assistance. These units are considered “excepted” units. Additionally, projects in census tracts with a poverty rate that is at or lower than 20% are considered fully “excepted” and can request more than 25 or 25% of units. The initial PBV Housing Assistance Payment (HAP) contract term can be for a maximum term of 20 years.

Environmental review is required for all PBV awards. To ensure compliance with HUD Part 58, HPD recommends that Phase 1 of the review be conducted as a part of a PBV proposal.

A PBV award is based on multiple factors, including all other sources of funding that the project receives. If additional government assistance funding is received at any time after the application is submitted, applicants must notify HPD.

FY24 Schedule

HPD has streamlined the PBV RFP Application into one combined document with a new format. New Construction, Substantial Rehabilitation, and Existing Housing projects should all use the application linked below. Please read application instructions carefully to ensure you complete all required sections. Applicants may attend any pre-submission conference regardless of project type.

Selection Criteria

In addition to adherence to all federal regulations, HPD will apply the following selection criteria when evaluating requests under this competition: 

  • HUD required criteria
    • Accessibility to social, economic, educational and service opportunities
    • Significant revitalization of a neighborhood and/or greater choice of housing opportunities for low income families
    • Extent to which housing and economic opportunity is expanded through de-concentrating of poverty 
  • Extent to which the PBV proposal promotes the goals laid out in Housing New York, A Five-Borough, Ten-Year Plan, New York City’s affordable housing creation and preservation plan. Priority will be given to proposals that help reduce homelessness for families; households headed by elderly or disabled members; veterans; youth aging out of foster care; families reunifying with children in foster care.
  • Experience of ownership entity in sound building/construction management.
  • Experience of ownership entity in provision of supportive services.
  • Demonstration of financial commitments that will provide evidence of project readiness.
  • Extent to which PBV units address financing needs of project in providing affordable unit.

All selected proposals are subject to funding availability, subsidy layering review and approval (for new construction and substantial rehabilitation projects only), and environmental reviews before contracts are awarded.
