How to Get Involved

The Nevins and Third Community Visioning Report summarizes the results of the community engagement process conducted from June-November 2023. The report will be attached to the Nevins and Third RFP, and development teams responding to the RFP are strongly encouraged to consult the report and thoughtfully respond in their proposal. After the development team(s) for the two sites are selected, HPD and the development team(s) will continue to provide regular updates to Brooklyn Community Boards 2 and 6, NYCHA tenant associations, the Boerum Hill Association and other community stakeholders.

What We’ve Done So Far 

  • June 22, 2023 – We presented to the Brooklyn Community Board 6 Landmarks and Land Use Committee. 
  • June 26, 2023 – We presented to the Brooklyn Community Board 2 Executive Committee.
  • July 18, 2023 – We met with the NYCHA Tenant Associations from Wyckoff Gardens, Warren Street and Gowanus Houses and Councilmember Restler to discuss the project and answer questions
  • August 17, 2023 – We met with the Boerum Hill Association and neighbors on Zoom to share information and gather input. 
  • August 19, 2023 – We shared information and gathered input from NYCHA residents at the Wyckoff Gardens Family Day. 
  • September 9, 2023 – We stopped by block parties on Bergen, Wyckoff, Warren and Pacific streets near the development sites to share information and gather input.
  • October 17, 2023 – We held a Public Open House at the Wyckoff Gardens Community Center where community members had a chance to learn more about the project and provide input on how these sites can serve the needs of the community. 
  • October 31, 2023 – The Project Questionnaire closed with more than 200 responses.
  • November 29, 2023 – We held a virtual Report-Back meeting where we summarized the input received during the community visioning phase.

Our Approach to Community Engagement 

No one understands neighborhood conditions and needs better than those who live and work in the community. HPD values this expertise, which is why community engagement is central to the affordable housing development process. The goal of this outreach is to build upon the previous engagement (see below) to identify priorities for the ground floor uses of these buildings.  

The community engagement process will culminate in the publishing of a Community Visioning Report (CVR) that summarizes this engagement. The CVR as well as any public presentations or other engagement materials will be linked on this webpage. The CVR will be attached to the Nevins and Third RFP, and development teams responding to the RFP are strongly encouraged to consult the CVR and thoughtfully respond in their proposals. HPD will evaluate how well development teams incorporate the community vision from the CVR in their submissions. More information about the RFP process can be found in the RFP Process & FAQs tab.   

Previous Engagement 

In 2022, community members were engaged in two rezoning processes that included these two City-owned sites, the 98 Third Avenue Rezoning and 280 Bergen Street Rezoning. Both rezonings were approved by the City Council in 2022. The community engagement conducted in partnership with Councilmember Restler led to the development of the project goals described in the Sites Overview tab.
