M/WBE RFP Round 2

The New York City Department of Housing Preservation and Development (HPD) is planning for the development of 100 percent affordable housing on two City-owned lots in Prospect Heights. This Request for Proposals (RFP) is part of HPD’s M/WBE Building Opportunity Initiative, an initiative that seeks to address demonstrated disparities in minority and women-owned business’ participation in affordable housing development.

The redevelopment of these sites builds on HPD’s Seniors First Initiative, a strategy to create and preserve housing for seniors.

We designated this proposal for the 542 Dean Street site! And this proposal for the 516 Bergen site!

1 Community Visioning

In order to gather the input about what Prospect Heights and surrounding communities hope to see on these two sites, HPD hosted a community engagement process from October 2020 to January 2021. The purposes of the community engagement process were to enable meaningful and interactive participation, better understand community priorities, and gather ideas for future development on these sites from those who live and work in the vicinity and have an intimate understanding of neighborhood conditions and needs.

Input gathered from the community engagement process is summarized in the M/WBE RFP Round 2 Dean and Bergen Community Visioning Report. This report is also attached as an appendix to the RFP, and respondents are encouraged to consult this report when developing their proposals.

2 Open Request

HPD released the RFP on April 22, 2021. A pre-submission conference was held on May 14, 2021. All proposals were due in hand no later than 4:00pm on August 12, 2021.

3 Submissions Review

HPD has completed the submissions review phase.

4 Developer Designation

On August 8, 2023, HPD announced the designation of Site 1, 542 Dean Street, to Jobe Develpoment, Corp., Mega Group Development, and the Institute for Community Living. The development team will transform the site into new affordable housing for seniors. The project is expected to produce approximately 150 new affordable homes for seniors and provide additional open space adjacent to Dean Playground.

Site 2, 516 Bergen Street

On January 31, 2024, HPD announced the designation of 516 Bergen Street to Apex Building Group and Bridge Street Development Corporation. The project is expected to produce approximately 116 new affordable homes for individuals and families along with arts and cultural and social service space.
