Debt Collection Agencies

If you are late paying your parking tickets, Environmental Control Board violations, or business taxes, your debt will go into judgment and will be referred to one of the Department of Finance's debt collection agencies listed below. The appropriate agency will contact you by phone or letter, or both, to collect the outstanding debt. The list of agencies is below:

Important Information

Do not make payments on any New York City debt to anyone except the New York City Department of Finance. Make payments only to the Department of Finance through www.nyc.gov/OCAquickpaywww.nyc.gov/citypay, or  www.nyc.gov/finance, or by paying in person at a DOF business center.

  • Before you are contacted by a debt collection agency, you should have received a letter from the Department of Finance. If you did not receive a letter,  please contact the Department of Finance to verify your debt.

What to Do After You Receive a Letter from a Debt Collection Agency

  • If you a receive a call or letter about a New York City debt, first verify the debt and confirm that the caller or agency listed on the letter represents one of the DOF debt collection agencies listed above. You can verify DOF debt collection agencies by visiting one of the following websites: www.nyc.gov/citypay or www.nyc.gov/finance.  

  • After you have verified your debt and the debt collector, call the debt collection agency. The debt collection agency will not ask for your Social Security or Employee Identification Number. For business tax debt, the agency will ask for your “collection key.” This is a unique number assigned to your collection case and can be found at the top right of the collection letter.   

  • You will be asked to make payment directly to DOF and not to the collection agency. The debt collection agency is not permitted to accept payment on behalf of DOF.

  • To report any inappropriate behavior by a debt collection agency, you may call 311 or submit a complaint to the Department of Finance.
