Project Team

City Team

The project team is led by the NYC Department of Design and Construction (DDC), the Mayor's Office of Resiliency (MOR), and the Department of Parks and Recreation (Parks). Other agency partners include the Department of Transportation (DOT), the Department of Environmental Protection (DEP), the Department of City Planning (DCP); and the New York City Economic Development Corporation (NYCEDC).

DDC is NYC's primary capital design and construction project manager, building many of the vital infrastructure and civic facilities essential for a healthy, resilient city. Comprised of a diverse team of professionals, engineers, architects, and planners, DDC's Coastal Resiliency (CR) program was formed in 2014 in the aftermath of Super Storm Sandy. The CR team, in collaboration with the Mayor's Office, was established to achieve the mission and goals of the program's Federally funded project portfolio to protect communities against future floods and combat the impacts of the current climate crisis.

The Mayor's Office of Resiliency (MOR) strives to adapt New York City to the unprecedented challenge of climate change, creating a more resilient, equitable and vibrant city for the New Yorkers of today and generations to come. Through science-based analysis, policy and program development, and capacity building, MOR leads the City's efforts to ensure that New York City is ready to withstand and emerge stronger from the multiple impacts of climate change in the near- and long-term. On the ESCR project, MOR is responsible for interagency coordination and integration of this project into the City's multi-layered citywide resiliency strategy.

The New York City Department of Parks & Recreation is the steward of over 30,000 acres of parkland, including playgrounds, athletic fields, public pools, recreational facilities, beaches, monuments, and is New York City's principal provider of recreational and athletic facilities and programs. NYC Parks assumed the role of Lead Agency in fulfilling the environmental review requirements of the State Environmental Quality Review Act (SEQRA) and City Environmental Quality Review (CEQR) for ESCR. The agency is also responsible for reviewing and issuing permits and approvals for project design and construction in City parkland.

The Department of Transportation (DOT) is responsible for bridge design review, traffic management and permit review on local streets and the FDR, bike and pedestrian safety design review, and long-term operations and management of flood protection systems including deployment and emergency response.

The Department of Environmental Protection (DEP) serves in a design and advisory capacity for activities related to stormwater management, water and sewer infrastructure, air quality, noise, hazardous materials, and natural resources. DEP is also responsible for long term operations and management of the interior drainage system including deployment and emergency response.

Department of City Planning (DCP) is responsible for waterfront area zoning, planning, compliance and decision making, and for the Uniform Land Use Review Procedure (ULURP).

The New York City Economic Development Corporation (NYCEDC) coordinates approvals for activities on NYCEDC-leased properties, including Stuyvesant Cove Park and the Solar One Environmental Education Center.

Design & Environmental Teams

The project's design team, selected through a competitive procurement process, was led by the AKRF-KSE Joint Venture, which includes experts in coastal and waterfront engineering, urban design, landscape architecture, stormwater management, and community engagement. This team brought the design from the initial BIG U concept through to final design.

Environmental review and permitting services for the project were also selected through a competitive procurement process and were led by the Hazen & Sawyer/AKRF Joint Venture, which coordinated all aspects of the environmental review process.

Construction Team

DDC, through a competitive procurement process selected the HNTB/LiRo Joint Venture as the Program Management/Construction Management Consultant for the Coastal Resiliency Program. Key staff from HNTB/LiRo will be integrated with DDC staff and help manage and build the Coastal Resiliency Program by providing project and construction management services. The services will include program and project management support, construction management and construction inspection services, management of multi-disciplined professional and technical staff, design oversight and reviews, community engagement, documentation and reporting, scheduling, program status and progress monitoring, cost analysis, construction administration, value engineering, constructability analysis, contract purchasing and project controls.
