Mayor Adams invested an additional $331M in annual funding for the Comprehensive After School System of NYC (COMPASS), to roll out over three fiscal years, bringing the total investment overall to $755 million annually. This includes an unprecedented expansion of 20,000 new seats for elementary students, 5,000 of which launched this Fall, 2025. On October 1, 2025, DYCD released a Request for Proposals (RFP) detailing 115 new school sites, building on DYCD’s current large-scale elementary and middle school citywide afterschool system.
To decide which schools would be included in the RFP, DYCD looked at where the need was greatest. That means continuing support for schools that already have programs in place, and adding 115 more elementary schools where many families face economic challenges. The city used the NYC Public School Economic Need Index to identify these schools, along with other important factors — such as the number of students with disabilities, children living in temporary housing, and areas of the city that don’t have a DYCD or similar city-funded programs. DYCD and New York City Public Schools collaborated closely to make sure the final list of schools reflects both fairness and need.
