The Office of Equal Employment Opportunity

Mission Statement

The NYC DOC Office of Equal Employment Opportunity (EEO), is committed to eliminating discrimination in employment; to maintaining a work environment which is free from any form of unlawful discrimination, including sexual harassment; to promoting a progressive diversity and inclusion program for achieving a representative workforce; and to providing a prompt, fair, and impartial review and adjudication of discrimination complaints.

To that end, we work to prevent discrimination before it occurs through outreach, education and training.

The Office of EEO is also responsible for the processing of requests for reasonable accommodations which ensures all individuals enjoy full access to equal employment opportunity at the NYC Department of Correction.

The EEO Office is Located at Bulova Corporate Center, 75-20 Astoria Boulevard, Suite 390, East Elmhurst, New York 11370. The EEO Satellite Trailer is Located on Rikers Island at 12 Executive Circle. You can reach the Equal Employment Opportunity Office at 718-546-0861.

The Office of EEO’s Reasonable Accommodation Team handles requests for reasonable accommodations based on the following:
1) Disability
2) Religion
3) Status as a victim of domestic violence, sex offenses, or stalking
4) Pregnancy, childbirth or a related medical condition.

Whether an accommodation is reasonable will depend upon the circumstances of each request. City agencies are required to provide reasonable accommodations unless providing such accommodations creates an undue hardship.  The Disability Service Facilitator coordinates the Department’s efforts to comply with the laws and regulations concerning accessibility for persons with disabilities. The Disability service facilitator is responsible for considering requests for accommodation or language interpretation, or general accessibility questions from members of the public. Please contact Nancy Liu for any reasonable accommodation you may need for any DOC events. Requests for reasonable accommodation for DOC staff should be directed to Bijan Vafegh, Disability Rights Coordinator for DOC Employees.

Disability Service Facilitator

As a result of New York City Local Law 27 of 2016, city agencies are required to appoint a Disability Service Facilitator. The Disability Service Facilitator shall coordinate its efforts to comply with and carry out its responsibilities under the ADA and other federal, state and local laws and regulations concerning accessibility for persons with disabilities. These individuals are liaisons to New Yorkers with disabilities, connecting people with disabilities to city government.

For further information or requests regarding accessibility, please contact the DOC's Disability Service Facilitator:
