Information and Forms

To do business with the City of New York, organizations need to create a vendor account in the City's Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor's Office of Contract Services (MOCS) developed and maintains PASSPort.

Note: A PASSPort account is required to respond to solicitations (RFx). Organizations looking to respond to Health and Human Services (HHS) solicitations need to have an approved HHS Prequalification Application in PASSPort.

  • Open-Ended RFPs on PASSPort Public Portal (Search for Keyword: “Open-Ended” and RFx Status: “Released” and Agency: “Department of Homeless Services”)
    To meet its legal and moral obligation to provide shelter to eligible New Yorkers in need, DHS maintains an open-ended Request for Proposal process through which non-profit social service providers submit proposals to augment capacity. Although DHS does not target specific areas to open shelters, the agency strives to keep families near their communities as much as possible. This is an open-ended request for proposals, therefore, there is no prescribed due date for submissions. All suitable proposals will be reviewed by the agency on an ongoing basis as received. Non-profit social service providers may learn more about getting started with PASSPort.
