WHEN ARE REPORTS FILED?

Annually. Filers must submit a report annually by the filing deadline set by the Board. Filers have a 4-week filing period to complete and submit their reports.

When leaving City service. Filers leaving City service must submit a final report, also known as a termination report, within 60 days of their last day of work.

HOW DO I ACCESS THE EFD FILING APPLICATION?

To access the Electronic Financial Disclosure (“EFD”) Filing Application, visit:

  • efd.nycnet/coib-efd (if connected to the City network, either on a City computer or by remotely accessing a City computer)
  • efd.ra.nyc.gov (if not connected to the City network)

The recommended browser is Google Chrome. To test whether you are connected to the City network, try to access CityShare. If you have access, you are connected.

WHAT IS MY LOGIN ID FOR EFD?

For most filers, your login ID is your 7-digit Employee Identification Number (“EIN”). If you do not know your EIN, you can find it in CityTime, on your paystub, or from your agency’s annual disclosure liaison.

If you work at NYCHA or do not have an EIN (such as part-time members of boards and commissioners), your login ID is your agency acronym, the first letter of your last name, and the last 4 digits of your Social Security number.

  • For example, if you work at NYCHA, the first letter of your last name is “Z,” and the last 4 digits of your Social Security number are “1234,” your login ID would be: NYCHAZ1234.

WHAT IS MY PASSWORD FOR EFD?

A week or two before the filing period, you will receive your temporary password either (a) in a paper user packet or (b) by email (an e-packet) from “noreply@coib.nyc.gov.” For questions about receiving your temporary password, contact your agency’s annual disclosure liaison.

You must use the temporary password to log in for the first time. The “Forgot Password” link will not work until after you log in with your temporary password and create a new password to use going forward.

I AM REQUIRED TO FILE BECAUSE I AM A TAX ASSESSOR, AN UNCOMPENSATED MEMBER OF A CITY BOARD OR COMMISSION, OR A MEMBER OF A PAAA ENTITY. HOW DO I FILE AN ANNUAL DISCLOSURE REPORT?

You must complete and submit a fillable PDF form that will be provided to you by email. Completed reports must be submitted to efiling@coib.nyc.gov.

Tax assessors. You will receive an email from your agency’s annual disclosure liaison before the 4-week filing period with a fillable PDF form and instructions on how and when to submit your report.

Uncompensated members of boards or commissions and members of PAAA entities. You will receive an email from COIB before the 4-week filing period with a fillable PDF form and instructions on how and when to submit your report.

CAN I GET AN EXTENSION OF TIME TO FILE?

You may request an extension on the grounds of justifiable cause or undue hardship. Requests for an extension must be submitted to COIB at efiling@coib.nyc.gov no later than 10 days before your filing deadline. A request for an extension of time does not automatically extend your time to file; the Board will issue a decision as soon as practicable. The Board may grant an extension of no greater than 4 months. Board Rules § 4-01.

WHAT HAPPENS WHEN A FILER FILES LATE?

If you do not file your report on time, you will be required to pay a fine of $250, plus: (1) an additional $250 for every 30 calendar days after the filing deadline that passes before you submit your report; and (2) an additional $250 if you filed late in any of the previous 6 years. Board Rules § 4-07.

WHAT HAPPENS WHEN I LEAVE CITY SERVICE?

You must file a termination report within 60 days of your last day of work. If you are leaving before or on the seventh day after the annual filing period deadline (the “cutoff date”), you will file one report covering the prior calendar year through your last day of work (a “combo report”). If you are leaving after that date, you must submit two reports: (i) one report covering the prior calendar year; and (ii) another report covering the part of the year during which you were working for the City. Contact your agency’s annual disclosure liaison for further instructions.

MAY THE PUBLIC SEE THE REPORTS?

Any person can view the public portions of a filer’s report. COIB notifies the filer when his or her report is requested and released to a member of the public.

Pursuant to New York City Administrative Code § 12-110(e), the filer’s home address is withheld from public inspection, unless the home is co-owned with a non-relative. Financial information pertaining solely to the filer’s spouse or domestic partner or dependent children is withheld from public inspection, unless the information involves an actual or potential conflict of interest on the part of the filer.

HOW LONG ARE REPORTS KEPT ON FILE?

Annual disclosure reports are retained by the Board for six years.
