The City and its many partner agencies administering NYC’s CDBG-DR funds must adhere to both federal and local procurement rules. In practice, this means all fully and partially CDBG-DR-funded contracts, no matter the contracting agency, must be procured according to the federal standards at 2 CFR 200 and all applicable Federal Register Notices for grantees receiving funds under the Disaster Relief Appropriations Act 2013, in addition to NYC’s Procurements Policy Board rules.
