What does the SST Card Look like?
As a requirement of Local Law 196 of 2017 in order to work on a site that requires a Site Safety Plan and a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager:
- Workers must be able to submit a Site Safety Training (SST) card demonstrating proof that they have received a minimum of 40 hours of safety training defined by the Department.
- Supervisors (Site Safety Managers, Site Safety Coordinators, Construction Superintendents, and Competent Persons) must be able to submit a Supervisor Site Safety Training (SST) card demonstrating that they have receive a minimum of 62 hours of safety training defined by the department.
NYC construction workers and supervisors can take SST courses with any DOB-Approved Course Provider who is authorized to issue Site Safety Training (SST) cards upon completion of all required training. Site Safety Training (SST) cards are valid for five years after issuance and can be renewed upon completing SST Refresher training credits with any Course Provider.
Who needs training?
Local Law 196 of 2017 requires Workers and Supervisors at job sites required to designate a Site Safety Professional (Construction Superintendent, Site Safety Coordinator or Site Safety Manager) to possess a Site Safety Training (SST) Card demonstrating they have received a minimum number of hours of Site Safety Training. Supervisors must have 62 hours and Workers must have 40 hours of training. This includes construction and demolition workers on job sites with a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager.

Does my jobsite require a Site Safety Training (SST) Card?

What are my responsibilities as a site owner/permit holder/employer?
- Permit applicants will be required to certify to the Department that workers who will be working under the permit will have the requisite training.
- Each submitted SST Card on a worksite must be validated in the Training Connect app (formerly SST Validator app) before worker entry into the worksite.
- If the Department discovers untrained workers at a construction site, the Department will issue a violation with civil penalties that go as high as $5,000 per untrained worker to the owner of the site, the permit holder and the employer of the untrained worker. These civil penalties can be mitigated if an employer sponsors training for such untrained worker.
- If the Department discovers that a permit holder has failed to maintain a log that demonstrated that all of the workers at a site are trained, the Department will issue a violation with a civil penalty of $2,500.
- The Department will also conduct unannounced inspections at sites where untrained workers have been discovered.
