Permit Renewal

Permit renewals are issued on active permits and permits that have expired but have activity on the application within a two-year period of the permit expiration date for various types of construction within the five boroughs.

Permits are renewed in the system in which they were issued: DOB NOW: Build or eFiling / Buildings Information System (BIS).

There are two types of permit renewals, permit renewal without change and permit renewal with change. Submit a permit renewal with change to supersede the permit with a new applicant.

DOB NOW: Build Job Filing Permit Renewals

Permit requests and renewals can be submitted online at any time. Once submitted by the permit applicant, requests are processed by Department staff during normal business hours. Email notifications with the status of the request are sent to individuals associated with the filing in the system. Steps to Complete a Permit Renewal Application for DOB NOW: Build Filings

  • locate initial permit filing in DOB NOW: Build from the Work Permits dashboard as a logged in user and select Renew Work Permit from the Filing Action column
  • complete required information online
  • pay $130 permit renewal fee online
  • upload any required document if necessary
  • permit applicant applies electronic signature
  • permit applicant submits the request online

Permits issued in DOB NOW: Build have an expiration date that is the earliest of:

  • insurances expiration (general liability, disability, or Workers’ Compensation)
  • license expiration
  • one year from date of issuance

For those permits where the expiration date is less than one year from date of issuance because of expiration of an insurance or the license, the permit will be extended automatically at no cost if the insurance or license is renewed before the expiration date.

When insurance or license expiration dates are updated in BIS, any permits that are set to expire in the next 31 days will be extended the night after the update occurs in BIS.

EXAMPLE:

  • General Liability expires 12/31/2018, Workers’ Compensation expires 11/15/2019, Disability expires 11/30/2019, License expires 11/30/2019
  • On 10/1/2018, a permit is issued – the expiration date will be 12/31/2018 (earliest expiration date of insurances/license)
  • On 12/15/2018, Licensing Unit processes GC’s submission of a new General Liability insurance certificate
  • On 12/15/2018 end of day, DOB NOW automatically extends expiration date to 9/30/2019 (one year from original issuance date)

To get the automatic permit extension, renewal information must be submitted at least five (5) days in advance to DOB’s Licensing Unit to ensure sufficient processing time (instructions to submit new insurance certificates and for license renewal information). If there is a lapse in insurance or license, then the licensee will need to renew the permit and pay the $130 fee. For permits that expire because it has been more than one year since the date of issuance, the licensee must also pay the $130 fee to renew.

BIS Job Filing Permit Renewals

Permit renewals without change are submitted in eFiling by the permit applicant. Permit renewals with change are submitted by dropping off a completed PW2 form at a borough office. A permit renewal with change is required to supersede the permit applicant, if there is a civil penalty hold on the property or if the permit includes concrete fees. If there is an L2 required, the PW2 is submitted to the borough office to be placed on Civil Penalty hold. The L2 is then submitted in DOB NOW: BIS Options. To view the status or print the permit, search in the Buildings Information System (BIS) by property address or job number.

Steps to Complete a Permit Renewal Application Without Change for BIS Filings

  • The permit applicant logs into eFiling and from the Renew Permits section, selects the permit that requires renewal two weeks before the current permit expires
  • make sure all insurances are updated on the permit applicant’s existing tracking number or license
  • provide complete information on the permit application
  • pay $130 permit renewal fee online for each work type, except for work that is fee exempt or fee deferred

Steps to Complete a Permit Renewal Application With Change for BIS Filings

  • submit two copies of a PW2 application in person at a borough office two weeks before the current permit expires
  • make sure all insurances are updated on the permit applicant’s existing tracking number or license
  • provide complete information on the permit application (PW2)
  • in Section 1, Reason for Filing, of the PW2, select Renewal Permit with Changes
  • in Section 8 of the PW2, provide a notarized signature and seal
  • drop off the $130 renewal fee for each work type (except for work that is fee exempt or fee deferred) and the PW2 at a borough office

Sidewalk shed permits always require approval letters to be renewed. The letter must include:

  • a description of the condition of the building or portion of building, and the amount of work performed since issuance of the last shed permit
  • an estimate of the amount of time needed to complete the work as well as the name, address, and telephone number of the property owner
  • an original signature and seal from a professional engineer or registered architect, attesting to the items listed above.
