About

Health and Mental Hygiene, Department of City
The Building Water Tank Cleaning, Painting and Coating Permit is required for businesses that clean, paint and/or coat building water tanks that are part of a building's drinking water supply.

All permit holders must comply with all applicable requirements outlined in §17-194 of the New York City Administrative Code, Article 141 of the New York City Health Code, Part 5 of the New York State Sanitary Code, and applicable industry standards and recommendations including, but not limited to, AWWA, NSF/ANSI, or other national standards developed by ANSI-accredited organizations.

As of September 7, 2019, new legislation requires that, in addition to the requirements of the New York City health code, the cleaning, painting or coating of a water tank be conducted by either a licensed master plumber, or an individual working under the direct supervision of a licensed master plumber, or a registered engineer or architect, or a person who holds a commercial pesticide applicator certification in Category 7G issued by the New York State Department of Environmental Conservation, or an individual who works under the direct supervision of a person holding such Category 7G certification.

Applying for a NYC Department of Health and Mental Hygiene (DOHMH) permit does not satisfy the regulatory requirements of other City and State Agencies. It is the business owner's responsibility to apply for all other permits, licenses, and authorizations required by other City and State Agencies.

Failure to comply with all relevant regulations, including those under the jurisdiction of other Agencies, may result in the suspension of DOHMH permits until proof of compliance is provided.
