MAYOR BLOOMBERG SIGNS LEGISLATION REQUIRING THE COMMISSION ON HUMAN RIGHTS TO DEVELOP A COURSE OF INSTRUCTION ON BIAS RELATED HARASSMENT FOR PUBLIC INSTITUTIONS

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

“The second bill before me today is Introductory umber 363-A, sponsored by Council Members Fidler, Weprin, Arroyo, Brewer, Chin, Comrie, Dickens, Dromm, Ferreras, Gennaro, Gentile, Gonzalez, James, Koppell, Koslowitz, Lander, Mealy, Palma, Recchia, Rodriguez, Rose, Sanders, Van Bramer, Williams, Mendez, Crowley, Nelson, Mark-Viverito, Jackson, Vacca, Wills, Eugene, Garodnick, Greenfield and Koo.

“Introductory Number 363-A requires the Commission on Human Rights to work together with federal, State and City agencies in developing courses of instruction for presentation to City employees, and in public and private schools, public libraries, museums and other suitable places, on types of bias related harassment and repeated hostile behavior including conduct or verbal threats, taunting, intimidation, abuse and cyberbullying.

“I would like to thank Commissioner Patricia Gatling of the Commission on Human Rights and her staff for their work on this bill, along with my Office of City Legislative Affairs and the Law Department.  I would also like to thank the City Council for approving this legislation.”
