STATEMENT OF MAYOR MICHAEL R. BLOOMBERG ON CITYTIME PROJECT

“The CityTime project was intended to modernize an antiquated, largely paper-based timekeeping system, and it has accomplished that. We have more than 163,000 employees on the system now, and we expect to hit the 165,000 employee target. People are getting paid properly and the system is working. But at the same time, our Department of Investigation’s ongoing probe uncovered additional fraud in this project. The fraud perpetrated against the City is despicable, but I am gratified that the City’s Department of Investigation found the fraud and is addressing it with the U.S. Attorney’s Office for the Southern District of New York.

“Last year, we installed a forensic auditor to work with the Department of Investigation to audit the entire project, looking at any fraud or mismanagement by the contractor. That investigative and audit work done by our Department of Investigation is a prime reason the additional fraud was announced today. 

“It appears there may well have been widespread fraud and gross negligence within SAIC, which confirms the need to continue our detailed examination of every dollar spent on the project. We are aggressively exploring all options for how we can recover any costs the city was improperly charged. All avenues for monetary claims against any and all relevant parties are being explored.”
