"The final bill before me is Introductory Number 35-A, sponsored by Council Members Gennaro, Crowley, Koslowitz, James, Koppell, White, Reyna, Comrie, Sanders and Ulrich.  Introductory Number 35-A provides a rate increase for the operators of horse-drawn carriages while also imposing more stringent regulations on the industry and greater protections for the horses.

"Horse-drawn carriage rides are an iconic part of New York City.  Every year, hundreds of thousands of people looking for a piece of old-world New York charm enjoy a carriage ride around Central Park and through the magic of television and movies, carriage rides have become synonymous with New York City.  Tourists visiting the area have made carriage rides one of the top ten local attractions and oftentimes rely on suggestions from their carriage operator on where to eat, shop, or spend the day.  The horse-drawn carriage industry is comprised of hard-working men and women who will benefit from this overdue rate increase and additional training and supervision.

"The Administration and Council also recognizes the importance of the health of the work horses and so Introductory Number 35-A requires larger stalls that allow for horses to lie down, five weeks of furlough a year, veterinary exams every four to eight months, age limitations, and protections from harsh weather conditions for all carriage horses.

"Carriage operators who are better trained and carriage horses that are healthy and well cared for will make for a better horse carriage industry in New York City.

"I would like to thank Health Commissioner Thomas Farley, Consumer Affairs Commissioner Jonathan Mintz and their staff for working with my Office of City Legislative Affairs and the Law Department on this bill.  I would also like to thank the City Council for approving this legislation."
