MAYOR BLOOMBERG SIGNS LEGISLATION STRENGTHENING REGULATIONS ON USE OF EXPLOSIVES FOR DEMOLITION AND EXCAVATION

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The next bill before me is Introductory Number 613-A, sponsored by Speaker Quinn and Council Members Mark-Viverito, Brewer, Comrie, Dickens, Fidler, Gentile, Gerson, James, Liu, Recchia, Weprin, Gonzalez, Martinez, Garodnick, Gennaro and Katz. Introductory Number 613-A codifies into law and strengthens regulations pertaining to the use of explosives for demolition and excavation.

"The use of explosives is an important component of many construction and demolition projects and their use in blasting operations in this City is unlike anywhere else. New York's high population density, complex infrastructure, and unique urban geography make conventional construction and demolition training inadequate. For these reasons, the use of explosives in New York City is highly regulated. In fact, our City's regulations regarding blasting are some of the most stringent in the nation. Introductory Number 613-A codifies current practices at the Fire Department , establishes new permit and notice requirements, and expands inter-agency communication when explosives are used for excavation and demolition work.

"This legislation ensures that the use of explosives for demolition and excavation work continues to be as safe as possible. While construction in this City is a good sign of economic growth, we want to improve and expand the City's infrastructure without disturbing the quality of life of New Yorkers. Therefore, it is vital to the safety and security of all residents, visitors, and workers, that explosives are used in the safest manner possible.

"I would like to thank Fire Department Commissioner Nicholas Scoppetta and his staff for their hard work on this bill. I would also like to thank the Council for approving this legislation."
