MAYOR MICHAEL R. BLOOMBERG ANNOUNCES TENTATIVE LABOR AGREEMENT WITH CORRECTION CAPTAINS ASSOCIATION

Fifty-four month, Fifteen day Agreement provides over Twenty percent in Wage Increases and Other Economic Benefits

Mayor Michael R. Bloomberg and Ronald Whitfield, President of the Correction Captains Association (CCA), today announced that a tentative settlement has been reached, pending ratification, on a contract agreement covering approximately 830 Correction Captains in the New York City Department of Correction . The agreement covers the period from December 16, 2007 through June 30, 2012. The agreement is modeled after the comparable economic parameters contained in settlements reached with the Uniformed Firefighters Association, the Sergeants Benevolent Association, the Uniformed Sanitationmen’s Association, the Uniformed Fire Officers Association, the Captains Endowment Association, the Lieutenants Benevolent Association, the Sanitation Officers Association, and the Correction Officers Benevolent Association.

“I am pleased to have reached this agreement with the Correction Captains Association, and even happier that it sets the City and the CCA on a solid footing through 2012,” said Mayor Bloomberg. “Correction Captains perform a service that may not be as visible as that of other uniformed supervisors, but our appreciation for their service and for the risks they face is just as deep.”

“I am pleased that we are able to come to an agreement,” said CCA President Whitfield. “We were able to address some of the inequities that we had to endure during the last round of negotiations and we were able to obtain benefits for newly promoted Captains as well as veterans. This is the first time that I can remember that we have negotiated a contract before the expiration of our current contract. I look forward to my members ratifying this contract.”

“I am pleased that our Captains have agreed on an equitable contract,” said Correction Commissioner Martin F. Horn. “Like our correction officers, our captains do the difficult but usually thankless work of running our jails and keeping them safe and secure, which means keeping the rest of the city safe and secure as well.”

The principle features of the settlement include:

  • Effective December 16, 2007, a wage increase of four percent.
  • Effective December 16, 2008, a compounded wage increase of four percent.
  • Effective May 1, 2010, a compounded wage increase of four percent.
  • Effective May 1, 2011, a compounded wage increase of four percent.

This latest agreement is modeled after the comparable economic parameters contained in settlements reached with the Uniformed Firefighters Association, the Sergeants Benevolent Association, the Uniformed Sanitationmen’s Association, the Uniformed Fire Officers Association, the Captains Endowment Association, the Lieutenants Benevolent Association, the Sanitation Officers Association, and the Correction Officers Benevolent Association.

New Promotees

For Correction Captains promoted on or after June 1, 2006, an enhanced salary schedule will apply, in two installments, effective January 16, 2009 and March 16, 2010, respectively.

Additional Features

  • Effective June 1, 2011, the City’s contribution to the welfare fund increases by $50 per year on behalf of active members and retirees. Effective May 1, 2012, the City’s contribution to the welfare fund increases by an additional $50 per year on behalf of active members and retirees.
  • Over the term of the contract, the longevity schedule will be increased by $1,139.00 on each step of the schedule. Effective December 16, 2009, the City will remit a one-time lump sum payment to the annuity fund in the amount of $1,000 per employee. Effective June 1, 2011, the City’s pro-rata annual contribution to the annuity fund will be increased by $261 per year per employee.
  • Effective December 16, 2009, Correction Captains will no longer be required to use a pass day, or one annual leave day, to qualify at the range. Effective June 1, 2011, each employee promoted to Captain on or after June 1, 2006, will be required to work fewer “additional tours” which have been used as funding mechanisms in previous contracts.
  • Effective June 1, 2011, the current provision for paying fifty-five percent of the night shift differential, instead of the full amount, will apply only during an employee’s first five years in title instead of the present six years.  Thereafter, the full amount will be paid.
  • Effective June 1, 2011, for employees promoted on or after June 1, 2006, the annual leave schedule will be improved. Effective upon ratification, the Department of Correction will establish a category of Correction Captains designated on “special assignment.”

The Mayor thanked Deputy Mayor Edward Skyler, Correction Commissioner Martin Horn, CCA President Ronald Whitfield, Labor Commissioner James F. Hanley and First Deputy Commissioner Pamela S. Silverblatt and their team, and Director of the Office of Management and Budget Mark Page and his team for their efforts in reaching this agreement.
