MAYOR BLOOMBERG SIGNS LEGISLATION ESTABLISHING ADDITIONAL REPORTING REQUIREMENTS FOR THE ADMINISTRATION FOR CHILDREN’S SERVICES

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

“The final bill before me today is Introductory Number 15-A, sponsored by Speaker Quinn and Council Members de Blasio, Addabbo, Arroyo, Brewer, Comrie, Dickens, Fidler, Foster, Gennaro, Gentile, James, Koppell, Liu, Mark-Viverito, Martinez, Monserrate, Nelson, Palma, Recchia, Rivera, Sanders, Stewart, Vacca, Vann, Weprin, White, Mendez, Lappin, Yassky, Jackson, Garodnick, Katz, Barron, Sears, Oddo and the Public Advocate, Betsy Gotbaum.  This bill requires the Administration for Children’s Services (ACS) to regularly report key child welfare system indicators to the City Council.

“Under this bill, ACS will submit to the City Council a variety of data and reports. Our Administration supports transparency and accountability in government and welcomes the opportunity to further inform the public on issues regarding the welfare of our City’s most vulnerable children.  Under the leadership of Commissioner John Mattingly, ACS remains committed to producing extensive performance data and making this data accessible. 

“This bill complements ChildStat, a new data-driven performance analysis system for ACS.  Collecting and examining this data will help us to apply a more rigorous standard during investigations and better recognize children at high risk so that we can aggressively pursue every opportunity to improve child safety.
 
“I would like to thank Commissioner John Mattingly and his staff for their leadership and work on this legislation.  But I must especially thank Commissioner Mattingly’s team of Child Protective Workers for their daily commitment and tireless work to protect our most valuable resource, our children.  I would also like to thank the City Council for their dedication to the issue of child welfare and particularly for their efforts on this legislation.”
