"The next bill before me is Introductory Number 70-A sponsored by Council Members Koppell, Yassky, Liu, Nelson, Vann, Dilan, Fidler, Gerson, Jackson, Lopez, Quinn, Sanders, Seabrook, Stewart, Weprin, Brewer, Clarke, James, Gennaro, McMahon, Avella and Vallone.

"Rechargeable batteries contain cadmium, lead or mercury.  These metals contribute to the toxicity of waste materials in the solid waste stream. Our waste stream ends up in incineration facilities or landfills, and the removal of these materials from this stream is a clear and measurable step toward the environmentally sound disposal of our garbage.

"Introductory Number 70-A requires the recycling of rechargeable batteries.  The bill also requires retailers that sell rechargeable batteries to accept used batteries back from consumers even if they purchased their batteries elsewhere.

"Additionally, all retailers that sell rechargeable batteries will be mandated to post a sign at the entrance to their establishment stating that used rechargeable batteries must be recycled and that their store is a collection point for used batteries.

"Manufacturers of rechargeable batteries will also have a number of responsibilities under this bill, including submitting a plan to the City identifying the methods by which manufacturers will collect, transport and recycle rechargeable batteries from retailers.

"I would like to thank the Department of Sanitation and the City Council for their work on this bill."
