MAYOR BLOOMBERG ANNOUNCES APPOINTMENT OF ALAN D. AVILES AS PRESIDENT OF HEALTH AND HOSPITALS CORPORATION

Mayor Michael R. Bloomberg and New York City Health and Hospitals Corporation (HHC ) Chairperson Charlynn Goins today announced the appointment of Alan D. Aviles as the President of the Health and Hospitals Corporation.  Alan D. Aviles was named Acting President of HHC in February 2005, and has served in various capacities at HHC since 1997.

"I am delighted that the HHC Board of Directors has recognized Alan Aviles' hard work and dedication to New York City's public health system and appointed him President," said Mayor Bloomberg.  "During his tenure as Acting President, Alan has done a superb job implementing the City's five-year $1.3 billion plan to rebuild and modernize HHC's facilities. His commitment to excellence in New York City's public hospital system is second to none."

Before serving as HHC's Acting President, Aviles most recently served as the Senior Vice President of the Queens Health Network from November 2004 to February 2005.  Before holding that position, he served as HHC's General Counsel from January 2001 to October 2004, where his strengthening of HHC's risk management activities lowered HHC's malpractice costs by more than $15 million and reduced malpractice claims by 10%.  From 1997 to 2001, Aviles served in various positions at Elmhurst Hospital Center, first as Associate Executive Director of Managed Care, then as Senior Associate Executive Director for Business and Clinical Affairs, and finally as Deputy Executive Director.  During this time, he oversaw numerous initiatives, including the expansion of the community-based ambulatory care network at both Elmhurst and Queens Hospital Centers, and the development of the electronic patient record at both facilities.  In February 2005, the HHC Board appointed Aviles Acting President, where he was responsible for overseeing operations and implementing the City's $1.3 billion five-year effort to rebuild and modernize the HHC hospitals.

Prior to joining HHC, Aviles served for two years as Senior Vice President of the Ryan Community Health Network, where he was responsible for overseeing major network development initiatives and special projects.  His legal career has included appointments as General Counsel of the NYC Housing Authority, Deputy Chief of the Public Advocacy Division of the New York State Attorney General's office and Deputy Bureau Chief of the Charities Bureau, which monitors the financial affairs of more than 20,000 registered not-for-profit corporations.  He has handled a wide range of affirmative civil rights cases in state and federal courts, including the first lawsuit in the nation to successfully challenge discrimination against individuals with HIV/AIDS, and litigation which resulted in a U.S. Supreme Court decision upholding affirmative action to protect black and Hispanic workers from persistent discrimination.  Aviles is the product of New York's public school system and graduated from Bronx High School of Science.  He is a graduate of Columbia College and the Rutgers School of Law.

HHC hospitals serve more than 1.3 million New Yorkers each year, 450,000 of which are uninsured.  Over the last three years, all 11 HHC hospitals have undergone rigorous review by the Joint Commission on Accreditation of Health Care Organizations, the independent body responsible for monitoring hospital compliance with professional standards.  HHC hospitals have received some of the highest scores ever earned by any hospitals, public or private, in New York City.
