MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION EXPANDING REPORTING OF CIVIL SERVICE LISTS

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The second bill before me today is Introductory Number 418-A, sponsored by Council Members Addabbo, Clarke, Comrie, Gennaro, Jennings, Katz, Monserrate, Nelson, Perkins, Sanders, Seabrook, Lopez, Jackson, Gonzalez and Weprin.  Intro. 418-A requires the submission of a report detailing the civil service eligible list.

"The Department of Citywide Administrative Services (DCAS) is responsible for the local administration of the New York State Civil Service Law.  DCAS develops, administers and rates competitive civil service examinations and certifies lists of eligible applicants, establishes qualifications for positions and reviews appointments and promotions.  All these functions are completed with strict adherence to the New York State Civil Service Law.

"DCAS has worked to provide the City Council with information on appointments and promotions to positions in city government. This legislation requires DCAS to annually create and submit a report regarding civil service eligible lists to the Mayor, Comptroller, Public Advocate and Speaker of the City Council.  DCAS will produce the first annual report by June 1, 2005 for the 2004 calendar year.

"I would like to thank the Commissioner of the Department of Citywide Administrative Services, Martha Hirst and her staff for their work on this bill.  I would also like to thank Council Member Joseph Addabbo and his staff for their efforts on this legislation."
