"The first bill before me today is Introductory Number 142-B, sponsored by Speaker Miller and Council Members Reed, Vallone, Lopez, Perkins, Jennings, Martinez, Rivera, Sanders, Vann, Liu, Moskowitz, Monserrate, Seabrook, Clarke, Brewer, James, Weprin, Jackson, Palma, Comrie, Sears, Boyland and the Public Advocate.

"Intro. Number 142-B codifies the NYPD's existing Operations Order 11, which prohibits the use of racial profiling defined as 'the use of race, color, ethnicity, religion or national origin as the determinative factor for initiating police action.' 

"This legislation also expands the definition of law enforcement officer so that this prohibition is applicable not only to Police Officers employed by the City of New York, but Peace Officers as defined in the Criminal Procedure Law, as well as special patrolmen appointed by the Police Commissioner.

"I am confident that our officers conduct themselves in a fashion that observes each aspect outlined in the Operations Order every single day.  However, codifying the Order into law demonstrates our Administration's unwavering commitment to routing out acts of racial profiling.

"Racial profiling will not be tolerated in our city. New York City is home to eight million of people of every race, ethnicity and religion from all over the world.  It is our duty to do everything in our power to make sure those that call New York home, feel safe and secure in the pursuit of their dreams.

"I would like to thank Commissioner Ray Kelly and his staff and Council Members Reed and Vallone and their staff for their work on this legislation."
