MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION
ESTABLISHING NEW PROCEDURES FOR ARCHIVING RECORDS

Remarks by Mayor Bloomberg at a Public Hearing on Local Law

“The next bill before me today is Introductory Number 102-A, sponsored by Council Members Perkins, Baez, Barron, Brewer, Comrie, Davis, Jackson, Jennings, Lopez, Moskowitz, Nelson, Quinn, Reed, Sanders, Seabrook, Stewart and Gioia.  The bill establishes new procedures for preparing certain of the City’s historical records for archival preservation.

“From time to time, the City’s Department of Records and Information Services enters into an agreement with an outside entity to ensure that documents of historical importance are prepared for archival preservation.  This bill specifies how and with whom archival agreements may be entered into in the future.  It also prescribes, in broad form, the terms of such agreements, and prevents an agreement from being entered into during the term of office of any elected City official to whose records the agreement applies.  In addition, the bill creates an independent oversight board, chaired by the Commissioner of Records and Information Services, to oversee the archival preparation of City records by outside entities.  The Board will submit to the Mayor an annual report reviewing the work of such entities during the previous year.

“This bill will help ensure that the process of archiving the City’s historical records is one that enjoys complete public confidence.  It will also help maintain the high standards which the Department of Records and Information Services applies to its own archival work and that of the organizations with which it contracts for the archival preservation of the City’s historical records.”
