MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION CONCERNING TEMPORARY TASK FORCE ON RECYCLING

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The next bill before me is Introductory Number 325-A, sponsored by Council Members McMahon, Comrie, Nelson, Recchia, Reyna, and Weprin, in conjunction with my Administration.

"This bill amends Local Law 11 of 2002, which provided for the creation of a Temporary Task Force on Recycling, along with the temporary suspension of glass, plastic, and beverage carton recycling in the City. The Task Force's mission is to develop a long-term recycling plan for the City. The Task Force is mandated to issue a report detailing its recommendations regarding steps necessary to improve the efficiency of recycling.

"Local Law 11 required that the Task Force issue this report to the Mayor and the Speaker on December 15, 2002. The members of the Task Force requested that this deadline be extended to February 21, 2003, to allow the Task Force to incorporate into its report valuable, pertinent information collected from the general public, as well as from elected officials. The Task Force believes that the inclusion of this information is necessary in order for it to make the most effective recommendations to the Mayor and the Speaker.

"With the City facing large budget deficits in the coming years, it is imperative that the Task Force be as thorough in its findings as possible. Their recommendations need to strike the appropriate balance between the City's environmental protection goals and its fiscal realities. Ultimately, I believe that New York City's Recycling Program will be improved so as to achieve the vital environmental objectives for which it was intended in the most efficient manner."
