The NYC Benchmarking Law requires building owners to report data on annual energy and water usage. Click on the section titles below to review how to obtain both types of data.

Energy Data
In order to obtain whole building energy consumption data for benchmarking, building owners will need to obtain residential or non-residential tenant consumption data in addition to their base building data. If your property(ies) is/are not master-metered or you do not have whole building energy consumption data, you must request it from your utility companies.

Automated Upload of Aggregated Energy Data
A building owner can obtain aggregated energy data (a building's entire electric and gas consumption measured by month) from a private utility. Both Con Edison and National Grid offer automated upload of aggregated consumption data.

Consolidated Edison, Inc. (Con Edison)

• If Con Edison uploaded your data last year, please use their RETURNING USERS GUIDE (PDF).
• New users must request data uploads on the Con Edison portal and share their property with Con Edison in Portfolio Manager.

National Grid

• If National Grid uploaded your data last year, please use their RETURNING USER GUIDE (PDF)
• New users must connect and share their property with National Grid in Portfolio Manager and submit National Grid's online form to complete the registration process.

• Please note that when sharing a property with National Grid, the address indicated in the “Basic Info” block under “Details” in Portfolio Manager must match a National Grid service address for that property.

Manual Entry of Fuel Oil Data

If your property uses energy not provided by National Grid or Con Edison, you must collect the use data from bills or directly from the provider. For example, if your building uses fuel oil, you must collect records of all deliveries from the previous year, create a meter in Portfolio Manager under the Energy tab, and manually enter the date and number of gallons for each delivery. Please note that when creating a meter for fuel oil, be sure that the “Enter as Delivery” button is switched on.

If you already set up your fuel meter last year, enter your fuel consumption data for the previous year by clicking "add entry" below your last entry. ENERGY STAR requires a minimum of 5 monthly fuel entries for the year.

Collecting Aggregated Energy Data for Manual Entry
A building owner can obtain aggregated energy data (a building's entire electric and gas consumption measured by month) from a private utility. For customers who are PSEG customers, PSEG offers aggregated consumption data for their customers.

PSEG Long Island (PSEGLI)

• In order to guarantee that you receive your aggregated consumption data in time to meet the May 1 deadline, PSEG advises you to submit your request no later than April 1.
• Download the INSTRUCTIONS AND AUTHORIZATION FORM (PDF), sign, and submit the form to PSEG Long Island.

Water Data

Department of Environmental Protection (DEP)

The Department of Environmental Protection (DEP), manages New York City’s water supply and wastewater treatment, and provides all water consumption information to properties covered under the NYC Benchmarking Law. Only properties that have had an Automatic Meter Reader installed for at least the entire previous calendar year are required to benchmark their water consumption.

Please note that if your builing is required to report water data, the City does not acept manual data entries. It must be uploaded by DEP.

Building owners that benchmarked their data prior to 2018 by registering in Portfolio Manager® for automatic DEP water consumption data uploading do not need to re-register again this year. Water consumption data for those properties will be automatically uploaded for every year moving forward. Please note that data is uploaded in cubic feet.

If your property has not yet been shared with DEP to collect water data and is in the Covered Buildings List, log into Portfolio Manager® and share your property information with DEP.
