Keith Bray, Brooklyn Borough Commissioner

Keith Bray was appointed Brooklyn Borough Commissioner in September 2014. In that capacity he is the agency advocate for the delivery of transportation services to the borough and advises the Commissioner on all sensitive policy issues affecting transportation in the borough.

Mr. Bray first joined DOT in April of 2002 as the Director of the Multi Modal Program where he managed over $60 million in grant funding for transportation projects. Beginning in November 2003 he began working for the First Deputy Commissioner for DOT on Staten Island Ferry (SIF) issues. He supported the agency’s efforts to update the operations on the SIF to the standards used in the maritime industry. He then became the Chief of Staff to the Staten Island Ferry’s Chief Operating Officer in April 2004. From there he was promoted to Assistant Commissioner for Support Services at the Staten Island Ferry in 2005. From September to December 2007 he was the Acting Manhattan Borough Commissioner. He then became the Deputy Borough Commissioner for Brooklyn from January 2008 until September 2014.

Mr. Bray began his career at the Port Authority of NY and NJ where he started in the Management Training Program in 1995. From there he worked in the Budget Department on both the expense and capital budget. He moved on to KPMG LLP as a Management Consultant in February 1999. He holds a Bachelor of Arts degree in History from Denison University and a Master of Public Administration degree from the Maxwell School at Syracuse University.
