Local Law 196: Construction Safety Training

Local Law 196 of 2017 is in effect, and as of March 1, 2018, all construction and demolition workers on site-safety jobs in New York City must have a minimum of 10 hours of construction safety training.

If DOB finds untrained workers on a site-safety job, we will not only issue a violation to the General Contractor who holds the permit, with an associated civil penalty of up to $5,000 for each untrained worker. We will issue similar violations to the owners of the property as well as the employer of the untrained worker. That could mean as much as $15,000 in associated penalties for each untrained worker found at the site.

Workers with questions regarding these training requirements can contact the Department by emailing LocalLaw196@buildings.nyc.gov.

Training firms who have questions on becoming a DOB approved course provider or about course requirements can email TrainingProviders@buildings.nyc.gov.

Major Disciplinary Cases

$80,000 in penalties issued to property owner Richard Breslaw Limited Family Partnership for operating an apartment at 614 11th Avenue, Manhattan, as an illegal transient hotel, and for a failure to comply with previously issued violations.

$33,000 in penalties issued to property owner UMK Holdings LLC for failure to safeguard and for illegal work without a permit at 1967 Bergen Street, Brooklyn, after DOB inspectors found multiple apartments that had undergone gut renovations, and for plumbing fixtures, water piping and waste lines that were removed without a DOB work permit.

$25,000 in penalties issued to Registered General Contractor Galaxy Developers, LLC for a failure to safeguard a construction site at 42-20 27th Street, Queens, after a worker’s hard hat fell 14 stories to the ground below, outside of the perimeter fence.

Edward Hicks, R.A., Robert Krone R.A., Xiao Jun Wang P.E., and Mohammad Baalbaki, P.E. all surrendered their Professional Certification and Directive 14 privileges to the Department, after DOB investigators determined that all had previously submitted professionally certified filings to the Department that had multiple code non-compliances.

DOB publishes monthly bulletins detailing the agency's efforts to sanction and deter bad actors in the construction industry. You can find this information posted on the Enforcement Action Bulletin page of our website.
