FHV License Issuance

In August of 2018, Mayor Bill de Blasio signed Local Law 147 of 2018, pausing the issuance of new For-Hire Vehicle (FHV) licenses for one year, with an exemption for wheelchair accessible vehicles (WAVs) and for drivers in lease-to-own agreements. The legislation authorized the Taxi and Limousine Commission (TLC) to determine the number of FHV licenses to issue after the expiration of the initial one-year pause. In August of 2019, TLC adopted a rule which extended the pause on issuing new FHV licenses for an additional year and continued the exemption for WAVs and lease-to-own agreements. The rule also requires the TLC to review whether additional licenses, if any, should be issued every six months following the initial one-year extension of the licensing pause. These reviews will be conducted every August and every February. The results of the review, and the number of licenses to be issued in the subsequent six months, will be posted on the TLC’s website when the review is complete. This review will analyze congestion levels, driver pay, license attrition rates, outer borough service, the availability and demand for battery electric vehicles and charging infrastructure, and any other information TLC deems relevant in determining the number of licenses to issue.

Are you in a lease-to-own agreement?

In certain limited circumstances, TLC will issue a new FHV license to owners who entered a long-term lease with an option to purchase the vehicle AND the owner has taken ownership of the vehicle pursuant to the lease-to-own agreement. Applications under the lease-to-own exception will be reviewed on a case-by-case basis. More information about this process can be found in the Lease to Own Guidelines.

Purchasing a wheelchair accessible vehicle helps the City’s for-hire fleet be more accessible to all New Yorkers. Owners of wheelchair accessible vehicles may apply for a new FHV vehicle license if their vehicle meets TLC’s Accessible Vehicle Requirements.
