Accessible Taxi Loan Assistance Service Pilot Program (ATLAS)

About

  • The Accessible Taxi Loan Assistance Service Pilot Program (ATLAS) will provide assistance to Medallion Owners to hack-up their vehicle to a wheelchair accessible vehicle (WAV).
  • The Disability Opportunity Fund (DOF) is partnering directly with Toyota to secure Accessible Sienna Taxis at a Toyota designated Hillside dealership.
  • $30,000 Taxi Improvement Fund Grant will be applied to the purchase of a vehicle and redirected to the Disability Opportunity Fund.
  • Disability Opportunity Fund (DOF) will review and approve low-interest loans for 100 qualified small business medallion owners.

Note: Your form submission is an expression of interest to participate, and the TLC will notify you with a determination. It does not guarantee you will be selected for the ATLAS pilot program.

Application Process

Eligibility Criteria

To be eligible for the ATLAS program, the following criteria must be met:

    • Medallion Owner who owns one medallion and is the only named individual as either the sole proprietor or principal shareholder of the corporate entity which owns that medallion.
    • Vehicle retirement date is within 120 days of TLC pre-screening appointment.
      • If the owner currently owns a WAV, and it has been more than four years since receiving a hack up payment, then the owner is eligible to participate in the program.
    • Medallion owner does not have any outstanding monies with TLC or other city agencies.
    • If owner received a grant through the Medallion Relief Program, the loan must be current and not in default.
    • Owner must sign Memorandum of Understanding (MOU) with TLC to participate in the pilot program.
    • Medallion owners will be screened by the TLC to confirm program eligibility, and the Disability Fund will make loan determination.

Loan Terms

    • Expected loan terms based on a $50,000 loan are as follows:

✔ 3 years at 2%: $1,432.13

✔ 5 years at 3%: $898.43

✔ 7 years at 4%: $683.44

    1. Complete this form in order that TLC can determine eligibility.
    2. TLC will evaluate eligibility ONLY.
    3. If TLC determines you are eligible for the program you will be notified via e-mail, and TLC will inform Disability Opportunity Fund (DOF).
    4. Eligible medallion owners will be contacted by the Disability Opportunity Fund (DOF) to start the loan application process.
    5. If Disability Opportunity Fund (DOF) approves loan application, the medallion owner will then be connected with Hillside Toyota to purchase a Toyota Sienna Wheelchair Accessible Vehicle (WAV).

Important information:

  • DOF evaluates and determines loan application. TLC is not involved in the loan approval process.
  • DO NOT purchase a vehicle. If approved DOF will help you in that process.

Is a medallion owner, who owns more than one medallion, eligible for this program?

  • The terms of the program specify that the eligible medallion owner can only own one medallion and is the only named individual (sole proprietor or principal shareholder) of the corporate entity which owns that medallion.

Will the grant be given directly to me?

  • The grant money will not be given to the medallion owner. The grant money will be applied to the purchase of the vehicle at the time of purchase.

How long will it take for TLC to process my application?

  • TLC does not process loan applications. TLC only verifies medallion owner eligibility to be able to apply for the loan.

Should I buy a vehicle before my loan is approved?

  • If approved DOF will help you with the purchase of the vehicle.

Who is eligible?

  • If you meet TLC’s eligibility criteria and are approved for the loan by the Disability Opportunity Fund, you will be eligible to participate.
