Reporting

Building owners for Covered Buildings will be required to file a report with the Department by May 1, 2025 detailing their annual greenhouse gas emissions and then by May 1 of every year after. The report must be certified by a registered design professional.

Buildings covered that are required to implement prescriptive measures will also be required to submit a report of compliance with the Department by May 1, 2025.

When the Department of Buildings releases a tool allowing building owners to file for compliance, this page will be updated.

In the Spring of 2021, owners were able to file for Adjustments due to excessive emissions, special uses, or for not-for-profit healthcare or hospital facilities. The date to file for such extensions has since been extended to January 1, 2025.

The Advisory Board has identified a white paper, Recommendations for the Reference Guide Required by Local Law 97 of 2019, developed by the American Council of Engineering Companies New York (ACEC NY), to assist buildings in their compliance efforts. This guide includes information related to LL97 compliance during different phases of construction. It establishes clarity of responsibilities through a standard for building energy system design into the occupancy phase, as well as the identification of accountability for noncompliance. View guide.
