The rezoning proposal and other land use actions that are part of the Plan went through the seven-month public review process (Uniform Land Use Review Procedure, or ULURP). During this time, the public has a chance to formally comment on the proposal. The Community Boards, the Brooklyn Borough President, the City Planning Commission and the City Council hold hearings and issue formal recommendations on the Plan before it is heard and reviewed by City Council.

Environmental review, known as the City Environmental Quality Review process (CEQR), is an essential part of the planning process. CEQR is the City’s process for implementing the State Environmental Quality Review Act (SEQRA), through which City agencies review proposed discretionary actions to identify the potential effects those actions may have on the environment.
An environmental assessment of the East New York Rezoning Proposal, the first step in the CEQR process, was conducted and determined that the proposal may have a significant adverse impact on the environment. Therefore, an Environmental Impact Statement (EIS) was prepared to enable the public and decision-makers to understand the nature and consequences of these potential environmental impacts. A draft scope of work for the EIS was developed, which lists the impact categories to be analyzed and how they will be studied. A public scoping meeting to receive comments on the draft scope of work was held on March 5.
The Draft Environmental Impact Statement (DEIS) was published on Friday, September 18, and can be found here. On January 6, 2016, the City Planning Commission held a public hearing on the DEIS. Comments were requested on the DEIS and were accepted up until Tuesday, January 19, 2016.
On February 12, 2016, New York City Department of City Planning, on behalf of the City Planning Commission as lead agency, issued a Notice of Completion for a Final Environmental Impact Statement (FEIS) for the East New York Rezoning Proposal. View the FEIS.
