On September 20, 2013, the New York City Department of City Planning, on behalf of the City Planning Commission as lead agency, issued a PDF Document Notice of Completion for a Final Environmental Impact Statement (FEIS) for the East Midtown Rezoning and Related Actions project.

A public hearing on the Draft Environmental Impact Statement (DEIS) was held on Wednesday, August 7, 2013, at 9:00 AM, in the George Gustav Heye Center, National Museum of the American Indian, Alexander Hamilton U.S. Custom House, One Bowling Green, New York, NY 10004, in conjunction with the City Planning Commission's citywide public hearing pursuant to ULURP. The public hearing also considered a modification to the Proposed Action, (ULURP No. 130247(A) ZRM). Written comments on the DEIS were requested and accepted until Monday, August 19, 2013. The FEIS incorporates responses to the public comments received on the DEIS and additional analysis conducted subsequent to the completion of the DEIS.

In response to recommendations made during the public review process for the East Midtown Rezoning and Related Actions, the Department of City Planning is proposing a series of modifications to the original zoning text amendment proposal, pursuant to ULURP No. 130247(A) ZRM. The proposed modifications has been fully analyzed as an Alternative in the FEIS.
