NYCHA Small Business Mentorship Program 

NYCHA is launching a Small Business Mentorship Program for independently owned and operated businesses in skilled trades to grow and expand by participating in NYCHA’s job order contracting (JOC) program.  Guided by experienced professionals, contractors in the plumbing, electrical, and carpentry trades will gain valuable experience working with NYCHA, and if successful, will have the opportunity to pursue larger contracts, broaden their scope of work, and prepare for greater opportunities in the construction industry.  

Eligibility: To qualify, businesses must demonstrate they are independently owned and operated, have an average revenue not exceeding five (5) million dollars over each of the past three years, and have the minimum required qualifications in their trade.  

To participate, all contractors must complete and submit an application and be approved by NYCHA. Contractors will then be given the opportunity to compete for a spot in the program by bidding on a comprehensive catalog of construction tasks and pricing. 

Program structure:  The program will serve nine neighborhoods in Brooklyn, each consisting of three to five NYCHA developments. Each contractor will be assigned to one neighborhood. Work is divided into two tiers: Tier 1 covers smaller, less complex projects, while Tier 2 includes larger and more complex projects. 

How to Apply: The application period for carpentry closed November 21, 2025. The application period for electrical and plumbing has been extended to January 23rd, 2026. Interested vendors should prepare their application in Word or PDF format and submit it to business.mentorship@nycha.nyc.gov by the deadline
