Marvin Walton was appointed Deputy Chief Operating Officer in July 2022. He has more than two decades of experience in public housing management and has played a critical role at four housing authorities, helping to identify challenges and opportunities for improvements that directly benefit the residents of the communities he served. He joined NYCHA in 2020 as Vice President of Operations for Manhattan.

Before coming to NYCHA, he was the Senior Government Services Executive with the Chicago-based Bronner Group LLC, where he was the housing functional lead and subject matter expert on the team assigned to assess NYCHA’s current state, policies, procedures, and structure.

Previously, he served as the Executive Director of the Jersey City Housing Authority, where he planned, administered, and led community and economic development programs and created affordable housing opportunities for low- and moderate-income residents, including people who were formerly homeless. He managed an annual budget of over $75 million and helped monitor the performance of nearly 200 agency employees across multiple locations. Mr. Walton also contributed to the growth and success of the Newark Housing Authority (where he was Chief Financial Officer and later Deputy Executive Director); the Housing Authority of Cook County (where he was the Chief of Staff/Deputy Executive Director) and the Chicago Housing Authority (where he served as the Director of the Office of Budget and Management, as well as the Chief Information Officer).

He holds Bachelor of Science and Master of Science degrees in agricultural economics from North Carolina Agricultural and Technical State University.
