Jonathan Gouveia

Jonathan Gouveia is an urban development executive with extensive experience at the intersection of urban planning, economic development, and real estate development. 

Jonathan has led the New York City Housing Authority’s Real Estate Development Department since 2019 and serves as Chief Real Estate Officer and Executive Vice President. To date, Jonathan and his team have structured and executed several public-private partnership transactions, leading to the comprehensive rehabilitation and preservation of over 25,000 apartments - addressing over $7 billion in capital needs. In addition to leading NYCHA’s preservation program, Jonathan has generated $28 million through air rights sales and launched the full redevelopment of Fulton Houses and Chelsea and Elliott Houses. Jonathan’s leadership earned him the 2024 Citizens Housing & Planning Council Impact Award for Planning, recognizing his resident-centered vision.

Before joining NYCHA, Jonathan spent over a decade at the New York City Economic Development Corporation (EDC), where he held various senior roles. Jonathan also worked in the Global Real Estate and Operations team of Bloomberg LP and for Brookfield Residential. He earned both bachelor’s and master’s degrees from the University of Toronto.
